About this file

The document is a Questions and Answers (Q&A) file for the Next Generation Static Line Parachute (NGSL-P) solicitation, providing detailed clarifications about the federal contract opportunity. Key details include guidance on performance parameters, testing procedures, and proposal requirements. The Q&A covers topics such as design flexibility, subcontractor partnerships, anthropometric considerations, testing locations (Yuma Proving Ground, AZ), and prototype development expectations across three project phases.

Notable responses address technical aspects like alternative weight distribution configurations, acceptable design approaches (reuse or modification of existing designs), test instrumentation provision, and documentation requirements. The government indicates flexibility in areas like New Equipment Training (NET) deliverable formats, anthropometric model references (ANSUR II, 2nd to 98th percentile), and technical documentation. Vendors are encouraged to submit preproposals addressing main parachute and harness design, with potential integration of the existing T-11R reserve parachute system, targeting a Technology Readiness Level (TRL) of 6 by the project's conclusion.

NGSL-P Solicitation Q&A:

1) Q: Is there any flexibility on the performance parameters stated in the solicitation? How flexible is the government regarding industry-suggested new ideas or technical improvements beyond the stated objective specs?

A: At present the desired performance parameters are as stated in the solicitation. If preproposal is selected for a Request for Full Proposal (RFFP), any recommendations or alternatives may be documented in the RFPP response.

2) Q: Which phase(s) should the anticipated cost requested in the preproposal cover?

A: The requested cost is for the entire effort, up to and including Phase 3.

3) Q: Can the government provide integration drawings or interface specifications for the T-11R reserve parachute to ensure proper compatibility in Phase III?

A: Drawings, measurements, and/or physical T-11R systems will be provided to Phase I participants.

4) Q: Are subcontractor partnerships allowed?

A: Yes, subcontractor partnerships are allowed.

5) Q: Are alternative weight distribution configurations acceptable if they improve center-of-mass alignment without compromising safety or usability?

A: Yes, alternative weight distribution configurations are acceptable.

6) Q: Will exit altitude testing be conducted under standard conditions or include high-wind and variable load scenarios? Is there a defined environmental test matrix?

A: All testing is planned to be conducted at Yuma Proving Ground, AZ under standard, prevailing conditions at the time of test. Test data will be corrected and reported in standard day conditions. A test matrix will be provided to Phase I participants prior to test execution.

7) Q: Will the government define the measurement method for verifying oscillation angles and opening shock (e.g., through accelerometers or required instrumentation)?

A: Data is measured by Kineto Tracking Mount video and/or onboard instrumentation to provide time space position information. This is standard instrumentation used for all Government developmental airdrop test data collection.

8) Q: Will the government provide any test instrumentation for drop evaluations (e.g., data acquisition systems, sensors), or should those be factored into contractor cost estimates?

A: The Government will provide test instrumentation during scheduled test weeks only.

9) Q: Is there a preferred methodology or reporting format for documenting TRL progression across phases (e.g., monthly briefs, milestone-based technical memos)?

A: There is no preferred methodology or format for documenting TRL progression.

10) Q: Are there any standard anthropometric models (e.g., ANSUR II or specific percentile ranges) that should guide the harness fit and body type compatibility?

A: ANSUR II (available at https://apps.dtic.mil/sti/citations/ADA611869) may be used as a reference. 2nd percentile female to 98th percentile male range should be considered.

11) Q: Is there a preferred format or template for New Equipment Training (NET) deliverables?

A: Vendor defined format/template is acceptable for NET deliverables.

12) Q: Are previous product references or samples allowed to be submitted for review and study as part of concept validation?

A: Yes, reuse or modification of existing designs may be proposed to support this solicitation.

13) Q: Can the government provide clarification on the following technical documentation expectations: material specification sheets and requirements, stitching strength reference and requirements, and hardware requirements?

A: If preproposal is selected for a RFFP, a list of proposed materials and construction methods should be provided in RFPP response to support vendor’s assessment of proposed design against performance parameters. There is no required format for providing technical documentation of materials and construction methods.

14) Q: What are the top items or components that the government sees as priority improvements for the NGSL-P system?

A: At present there is no specific priority order for the performance parameters stated in the solicitation.

15) Q: What lead time will be allowed for sample production after award and requirement confirmation?

A: Lead times are as defined in the solicitation (e.g. within XXX days after OTA award).
