About this file

This List of Salient Characteristics details a U.S. Army procurement request for a digital microscope for the Combat Capabilities Development Command, Soldier Center's Distinctive Materials Solutions Branch (DMSB). The microscope must have 4K resolution, 5x-6,000x magnification, a 27" UHD LCD monitor, multiple lighting types, built-in 2D/3D measurement capabilities, and compatibility with LIBS elemental analysis tools. Additional requirements include a 1TB hard drive, automatic focus adjustment, and the ability to capture and store images securely.

The solicitation (W911QY25QA030) requires the contractor to provide one digital microscope with all associated hardware, software (perpetual license), controllers, safety equipment, installation, and training. Delivery is anticipated approximately 23 weeks after order receipt, with shipping to Natick Soldier Systems Center in Massachusetts. The contractor will invoice through Wide Area Workflow (WAWF) after DMSB confirms receipt and completion of all deliverables. The microscope is needed to support DMSB's ISO 9000 quality management program and address current limitations with their existing microscope system.

List of Salient Characteristics

1. Background: U.S. Army Combat Capabilities Development Command, Soldier Center (DEVCOM-SC), Soldier Protection Directorate (SPD), Distinctive Materials Solutions Branch (DMSB) requires a new digital microscope to support a quality assurance/control program. The end item shape and profile of the material produced by DMSB are guarded forensic features. The ability to capture micron scale images at various points throughout a production event is a requisite to DMSB’s ISO 9000 quality management program.

DMSB’s current microscope cannot capture and store images. A separate digital camera must be utilized which complicates image storage and poses an unnecessary security vulnerability. DMSB requires a digital microscope that can capture images with minimal sample preparation (no solvent washing, fixatives/sputter coating, etc.), with the ability to store images securely, and with the capability to perform basic elemental analysis for foreign material identification.

2. Microscope Requirements:

a. General Specifications:

1. 4K resolution capabilities

2. Image conversion to standard formats (.jpg, .tif, or .png)

3. Minimum 27’’ UHD LCD monitor

4. 5x-6,000x magnification without switching lens hardware

5. Minimum 1TB hard drive

6. Multiple available lighting types including Brightfield, Darkfield, Transmitted, Polarized, and DIC

b. Specific Specifications:

1. Combination stage/stand tool (180 degrees rotation & 250 degrees tilt)

2. XY stage movement up to 300mm x 300mm

3. Built in 2D/3D measurement capabilities.

4. Real-time automatic focus adjustment

5. Compatible with LIBS elemental analysis tools

6. Automatic optimization of lighting settings

c. Note: Offers should include a specification sheet for the digital microscope being offered.

2. Ancillary Requirements: The Contractor shall both provide and specify in its quote all associated hardware, software (perpetual license), controllers, safety equipment, installation, training, and recommended spare parts that are necessary for the digital microscope’s immediate use at Natick Soldier Systems Center.

3. Other Direct Costs (ODCs): The cost of all associated hardware, software, controllers, safety equipment, installation, training, and recommended spare parts that are necessary
