AMENDMENT 2: Q&As

QUESTION 1: If two vendors are awarded Blanket Purchase Agreements, will each vendor receive an award for 900 units, or will the 900 units be split among the two vendors?

Answer 1: Each chosen vendor will be awarded a BPA for 900 units, but that does not obligate the government to purchase all or any units from any particular vendor.

QUESTION 2: If two vendors are awarded Blanket Purchase Agreements and each vendor is responsible for 900 units, will the 900 units be requested through one call/order, or will multiple calls/orders to total the 900 units?

Answer 2: There will be multiple calls.

QUESTION 3: Are the 900 units required to be delivered within the first year, or will the 900 units be spread out among the entire period of performance (36 months)?

Answer 3: There is no guarantee of 900 units, that is a Not To Exceed number.

QUESTION 4: If the 900 units are delivered within the first year, will additional quantities be requested in the follow-on years?

Answer 4: 900 units is a Not To Exceed number.

QUESTION 5: After the Blanket Purchase Agreement is awarded, what is the estimated timeframe to receive the first call/order?

Answer 5: The first call will follow within 30 days.

QUESTION 6: After the first call/order is received, what is the lead-time to deliver the requested units?

Answer 6: The lead time for the units is anticipated to be on the order of 9 months. Partial/early delivery is acceptable.

QUESTION 7: What is the lead-time to deliver subsequent calls/orders?

Answer 7: The lead time for subsequent calls will be equivalent to the first call.

QUESTION 8: Are vendors permitted to decline calls under the Blanket Purchase Agreement when issued?

Answer 8: Since a BPA is an Agreement, not a Contract, the vendor is not required to accept calls.

QUESTION 9: The solicitation requests evidence of internal quality reproduction of NG-IHPS. Please confirm if manufacturing inspection records are acceptable for this requirement.

Answer 9: The CMP for the NG-IHPS should be included in the proposal. If the manufacturing inspection reports are satisfactory to establish that the helmets were produced in accordance with the CMP, then that will be satisfactory.

QUESTION 10: What ballistic testing does the Government intend to perform?

Answer 10: The Government intends, but is not limited to, performing exploratory and characterization testing utilizing various threat projectiles, low velocity impacts and impact parameters in order to baseline the system, identify areas for technology maturation, and evaluate prototype components.
