W911QY212R0041 – LEP Solicitation

Questions and Answers 25 Aug 2021

1. We understand that this Solicitation is only for vendors who have current products on the APEL.

However, does the Program Team require APEL-marked products, even though the proposed laser kits will not be the specific APEL configuration? No, since isn’t being added to the QPL (APEL), it would not have the markings. However it should meet all the appropriate requirements as outlined.

2. Does the Program Team require a laser lens user guide in addition to the standard user guide?

Assuming the standard guide contains ballistic protection information and laser guide is laser protection, then yes both are required. But if a single guide contains both sets of information, only one guide is required.

3. We note that the visible laser offering is just being sought for a spectacle form factor, but not for a goggle, but all of the other offerings (NIR and NIR/VIR) are being sought in both spectacle and goggle form factors. Is this intentional or do you also require that Vendors propose a visible laser product in a goggle format? Yes, it is intentional. The Government does NOT need a VIS goggle.

4. Are there any test reports or FAT/LAT requirements from vendors at the Solicitation or other phases of the procurement process? And, if so, are internal reports acceptable or are 3rd party reports required? The government will be conducting FAT testing of products. For the solicitation, the Gov’t does not require any certified data since it’s going to be verified by the government. Vendor DOES have to state that their product can meet the requirements but how they show compliance is up to them.

5. We understand that there is requirement for all components contained within a given lot to have 90% or more remaining shelf life upon delivery to the Government. We are assuming that applies only to fabricated components, is that correct? This is in regards to the final end item. “Components of a lot” is each end item that is part of the lot. So as long as the final end item has 90% of its shelf life remaining upon delivery, then it is acceptable.
