Eyewear shall comply with the requirements of MIL-PRF-32432A, unless otherwise noted herein. Protection shall be made available in both spectacle and goggle formats, unless otherwise noted. Spectacle and goggle formats selected for this effort must have a clear/sunglass equivalent already listed on the APEL at the time of award.

All eyewear must be compatible with the Universal Prescription Lens Carrier (UPLC). Produce laser protective eyewear that meets MIL-PRF-32432A requirements (except where otherwise specified herein) and the unclassified laser eye protection requirements provided under separate cover as part of the subject solicitation. All deliverables must comply with the Berry Amendment and Buy American Act. Lens designs that minimize impact on color perception are encouraged, where practical to do so while meeting the minimum laser protection and luminous transmittance requirements for a given lens configuration. Formulations that result in lenses that are as close to color neutral as possible are desired, but not required. The contractor shall ensure that all components contained within a given lot have 90% or more remaining shelf life upon delivery to the Government.

Spectacles Kit, Near-Infrared (NIR) Laser Protective, and associated Quality Assurance Verification: The contractor shall produce, test, and deliver laser protective spectacle eyewear kits that meet MIL-PRF-32432A requirements, and the unclassified laser eye protection requirements provided under separate cover as part of the subject solicitation, unless otherwise noted.

The laser lens shall meet MIL-PRF-32432A requirements, with the following exceptions: Photopic luminous transmittance shall be 50% or greater. Lenses are not required to meet Chromaticity and Neutrality requirements. Lenses shall meet the requirements for optical density and luminous transmittance after exposure to simulated solar radiation (60 hours or more) The NIR kit shall include the NIR laser lens mounted in the spectacle frame with the standard nosepiece. Lenses are not required to meet Chromaticity and Neutrality requirements. Lenses shall meet the requirements for optical density and luminous transmittance after exposure to simulated solar radiation (minimum of 60 hours required; 200 hours desired).

4) If multiple sizes are available, size/fit instructions shall be provided along with a size tariff. Size distribution for deliverables will be provided to the Contractor by the Government for each delivery order, as applicable.

1) First Article (FAT) and Lot Acceptance (LAT) tests: Testing in accordance with MIL-PRF-32432A shall be conducted to verify compliance of deliverables for each CLIN ordered with ANSI Z87.1, Weight, Haze, Ballistic Fragmentation protection (minimum of 10 samples required per test), Optical Distortion, Abrasion, Adhesion, Luminous Transmittance, Ultraviolet Absorption, and Flame Resistance (goggle straps only; minimum of 5 samples per test). Additional tests are as follows: Laser lenses shall be tested for optical density in accordance with MIL-PRF-31013. ANSI Z136.7 Testing and Labeling of Laser Protective Equipment may be used for reference.

(NOTE: If no saturation is observed, a spectrophotometer may be used for the purposes of measuring/calculating OD for subsequent lots, with the exception of subsequent FAT tests). The minimum lens thickness and thickness at the optical center for each type of lens tested (average of three samples) shall also be measured and recorded for reference purposes in the test report.

2) Additional tests (for FAT only) are as follows: Temperature, Humidity/Adhesion, Solar Radiation, and Chemical Resistance

3) All notable observations shall be documented for each sample during conduct of the testing for later inclusion in the test report.

4) For all optical tests (ANSI optics, optical density, transmittance, etc.) the lens cavity, lens manufacture date, and lens manufacturer shall be recorded for each test sample and documented as part of the test report.

All test samples shall be individually labeled with a unique identifier that enables test results to be traced to the test sample.

Test reports shall include photo(s) of the product(s) tested, test results and all observations for each sample tested, where and when the samples were produced (for each component), and the materials/coatings/additives with which the test samples were made. For those tests involving numerical readings, test results shall include the numerical value and not simply a pass/fail. Each report shall site/reference the appropriate test standards and procedures used to test the product. Each report shall include a list of the equipment used to conduct the testing and calibration due date for each, if applicable. The Government shall be made aware of all testing well in advance to afford the Government the opportunity to witness the testing.

The Contractor is required to deliver a product that conforms to contractual requirements after acceptance. The warranty period shall be a minimum of one-year from the date of delivery. If the Contractor’s commercial warranty exceeds one year, the Government shall receive the benefit. The Contractor shall deliver to the Government the written terms of the commercial warranty for use in returning nonconforming products identified after acceptance. The Contractor shall ensure that the warranty for all production lots complies with the contract. The conditions for return, correction, or replacement to the Government, as stated in FAR 52.246-17 shall apply if the Contractor supplies a commercial warranty.

Products provided shall comply with FAR Clause FAR 52.246-17 Warranty of Supplies of a Noncomplex Nature, (June 2003).
