Question Set 2 for W911QY-21-R-0029

1. In Attachment 2 Statement of Work (SOW) under Section a. General Requirements, Paragraph 3) states:

“3) Assist the Project Officers with the market research, concept development, testing, integration, fielding and ECP development to provide the Marine Corps with a Field Level MECC shelter floor repair kit, exoskeleton frame development and the Modular Feeding Platform for the Marine Corps.”

1Q. What is the definition of ECP?

1A. Engineering Change Proposal. Here is a link to the definition. https://acqnotes.com/acqnote/careerfields/engineering-change-proposal-ecp

2. In Attachment 2 Statement of Work (SOW), Section 4. Travel states:

“Travel is anticipated under this contract. Estimate 4 trips per year, 1 person, average 3-4 days per trip, CONUS locations will vary. This will be separately priced with a not to exceed amount of $7,000.00.”

2Q. For pricing purposes, is there an available list of possible CONUS locations?

2A. Unfortunately, not at this time. Travel locations will vary depending on mission requirements at that time. If the actual travel amount starts to get close to the Not To Exceed (NTE) amount ($7,000.00 per year), the Government will add additional funds to the Travel CLIN.

3. In Attachment 2 Statement of Work (SOW), Section 9. Deliverables states:

“MIKS test plans and technical reports, 3D models, feasibility study and integration plan for shipboard utilization. JACKS and NEFKS test reports including power usage, water consumption, and recommendations to reduce power and water requirements. Test report on the JIMKE prototype, including recommendations for improvements. Assist COMNAVAIRFORCE with the training and implementation of the NFSAT aboard Aircraft Carries. A stowage analysis for the new Phase II Menu subsistence items for all naval vessel classes Market Surveys, specifications and test reports to support Marine Corps DMSDSM issues. Monthly progress reports in accordance with the Contract Data Requirements List DD Form 1423.”

3Q. In Attachment 5 Contract Data Requirements List CDRL A001, the format for only the Monthly Progress Reports (MPRs) was given. Will a specific format or adherence to any DIDs be required for the other deliverables?

3A. There will not be a specific format. Formats for feasibility studies, analyses market surveys, specs, test plans, test reports, ECP’s and other documents will follow the Soldier Sustainment Divisions formats/templates.

4. In Attachment 2 Statement of Work (SOW), Section 10. Place of Performance states:

“The place of performance for this work will be a combination of the Combat Capabilities Development Command (DEVCOM) Soldier Center, Combat Feeding Directorate and the contractor’s provided location, as necessary to support product development, testing, and reporting requirements.”

4Q. What is the anticipated percentage of work that will be performed at the contractor facility?

4A. It depends on the contractor’s level of knowledge and will vary based on the need to be at the Government facility. It is expected that 100% of the contractor’s time at first will be required at the Governments facility (Natick MA) and then less as mission dictates (at home or contractor’s facility). We estimate a 50% mix after the initial learning/break-in period. Most of the physical testing will be required to occur at the Soldier Center.

5. Attachment 2 Statement of Work (SOW) mentions in various locations “test and evaluation of First Article Test Units” and “testing at the customer’s user evaluation locations”.

5Q. Should the contractor assume that these associated costs to include travel, lodging, per diem, etc., during extended test events is included in the $7,000 travel allocation?

5A. Yes. Except for labor. If the travel amount starts to get close to the NTE amount, the Government will add additional funds to the Travel CLIN (Also see answer 2A).

6. In Attachment 3 Pricing Worksheet, should the rates in Rows 12-25 be fully burdened? We noticed places for the Fringe Benefits %, Overhead %, Profit/Fee %, etc. in Rows 29-43, but when the associated percentages are input into the Excel sheet, the Totals in the Cells D29, D31, and following, do not calculate out the related costs for each category to be added together for the Subtotal in Cell D39.

6A. A revised pricing worksheet has been uploaded with the corrected formulas.
