SUMMARY OF CHANGES

SECTION SF 1449 - CONTINUATION SHEET

The following have been added by full text:

Questions and Answers 26 February 2021

Q.1 What is the name of the incumbent contractor?

A.1 The Mayvin Consulting Group, Inc.

Q.2 What is contract number for the incumbent contract?

A.2 W911QY-18-D-0204

Q.3 What was the award amount of the incumbent contract?

A.3 $47.7 Million

Q.4 PWS Section 8.1, page 13 states Work performance shall also take place at the Contractor’s facility. Which positions are expected to work from the contractor’s facility?

A.4 Currently there is not a requirement for work to be performed at the contractor’s facility. The Government desires to have contractor site labor rates established in case this becomes a requirement in the future.

Q.5 Please explain conduct crisis management on RFP Section 3.1(1), page 62 of 75.

A.5 The Government wants to know how the contractor manages risks and issues in the following areas:

Legal or contractual issues with SETAs Internal investigations Security violations/investigation Proprietary issues with USG contracts Congressional investigations Sexual Harassment/Assault Workplace violence/hostile work environment

Q.6 RFP Section 1.11(c), page 59 of 75 states Spacing for tables, text boxes, charts, and similar items are to be no smaller than the equivalent to Times New Roman 8 point with single spacing permitted. Does this mean offerors can use a font size of 8 in tables, text boxes, charts and similar items?

A.6 Yes

Q.7 Will the Government consider extending the proposal deadline until April 1, 2021 to allow vendors to tailor responses to Questions and Answers?

A.7 No

Q.8 In section 3.2 3.2 Facility Clearance, it is mentioned "The Prime Offeror must have a Top Secret Facility Clearance as accredited in the National Industrial Security System (NISS) at the time of initial proposal submission". Is it a mandatory requirement for the subcontractor to also get a Facility Clearance?

A.8 Yes, a subcontractor must have a Top Secret facility clearance if they have any personnel occupying a position that requires a Top Secret clearance.

Q.9 FAR 52.222-41 Service Contract Labor Standards is checked on page 50, but in the draft RFP Q&As it said that the Service Contract Act did not apply, and no Wage Determination was provided with the final RFP. Please confirm that this clause should not be checked.

A.9 Correct, this clause should not be checked. The Service Contract Act does not apply.

Q.10 RFP Page 58 paragraph 1.1 says this is an all electronic submission, but in block 28 of the 1449 it says that two copies of the form shall be returned with the proposal. Are two electronic copies needed?

A.10 No, only one electronic copy is required.

Q.11 Page 62, Paragraph 3.1(3) – requests a list of all contracts in the cited number of years that the prime contractor has managed subcontractors. This is an excessive and time-consuming requirement – can the government please limit it somewhat (suggestion – performed within the past five years)?

A.11 Yes, 5 years is sufficient. Page 62, Paragraph 3.1(3) of the RFP is updated to the following:

“A detailed explanation of how the prime contractor will manage its subcontractor(s). Provide the number of years that the Offeror (not including partners/subcontractors) has been managing subcontractors and include any contracts (by contract number) within the past five years.”

Q.12 Page 65, Paragraph 4.2 requires resumes for a minimum of 30 Key Personnel (out of 40). This requirement creates an unfair competitive advantage for the incumbent contractor. Please reduce the number of positions considered Key.

A.12 The work provided by the positions identified as Key Personnel are critical to the successful execution of PMSP’s and USSOCOM’s mission; therefore the government does not plan to reduce the number of positions considered key.

Q.13 RFP Pages 74-75 states that “The minimum guarantee for this effort is the listed Key Personnel from the anticipated first task order. Final dollar value will be the value of this effort, established at award.” There are 38 listed, but Table 1, pages 63-64 lists a total of 40 Key Personnel. Please reconcile.

A.13 The positions listed in Table 1 on pages 63-64 are correct. The table on pages 74-75 has been updated in the RFP:

Q.14 Attachment 1, Paragraph 2.5 refers to vacant positions and adjustments to invoiced amount for vacancies in excess of 30 days. This is inconsistent with Firm Fixed Price task orders. The contractor’s performance should be evaluated based on meeting requirements, not staffing metrics.

A.14 Each task order (TO) issued under the IDIQ will have a specific requirement for specific positions in accordance with the TO Performance Work Statement (PWS); those positions must be filled to meet the requirement of the task order.

Q.15 Attachment 1, Paragraph 3.1 states that the government will provide all facilities, administrative and office equipment, materials, and logistics required in the performance of this contract at CONUS and OCONUS locations.

If this is accurate, why are offerors requested to provide both on-site and off-site rates?

A.15 Currently there is not a requirement for work to be performed at the contractor’s facility. The Government desires to have contractor site labor rates established in case this becomes a requirement in the future.

Q.16 Attachment 1, Appendix 1: Request that the government allow a tradeoff of years of experience for education.

A.16 The Government will not consider a tradeoff. The requirements are as stated in Attachment 1, Appendix 1.

Q.17 Recommend the Government consider adding a requirement for pricing upon request for any OCONUS work that may become part of the contract tasking.

A.17 There is no requirement for permanent OCONUS work. As per section 8.2 of the PWS, The Contractor shall be required to travel in a TDY status to specific locations which are sensitive in nature and actual locations shall be provided within the individual task orders. Traveling OCONUS is rare for Contractors and usually shall consist of Contractors traveling (3+) three trips in a fiscal year. All travel shall be managed similarly to the Joint Travel Regulations (JTR).

Q.18 Within section 5.1, the RFP states in item e) “Contract Number (in the case of Indefinite Delivery type contracts, GSA contracts, and Blanket Purchase Agreements, include Delivery/Task Order Numbers)” and in item f) “Contract Type (specified type, such as Fixed Price (FP), Cost Reimbursement (CR), Time & Materials (T&M), etc.) In the case of Indefinite Delivery contracts, indicate specific type (Requirements, Definite Quantity, or Indefinite Quantity) and secondary contract type (FP, CR, T&M, etc.).” Our interpretation of the Government’s instructions is that the use of “in the case of Indefinite Delivery type contracts”, “include Delivery/Task Order Numbers”, and “in the case of Indefinite Delivery contracts” indicates that the Government is allowing offerors to use an IDIQ contract with a collection of awarded Task Orders as a single Past Performance Reference. As section

4.0 of Evaluation Factors for Award in the RFP states “The Government will conduct a performance risk assessment based on the Offeror’s past experience or performance on contracts that are of the same or of similar size, scope, and complexity as the effort required by this solicitation”, in order for offerors to show relevance in size/magnitude to PMSP, would the Government confirm that offerors may propose an IDIQ contract with a collection of awarded task orders as a single past performance reference, as long as the offeror provides all required information in Section 5.0 for that IDIQ contract and any referenced awarded task orders?

A.18 Yes, Offerors may propose an IDIQ contract with a collection of awarded task orders as a single past performance reference.

Q.19 Section 4.0 of the Evaluation Factors for Award of the RFP states “The Government will conduct a performance risk assessment based on the Offeror’s past experience or performance on contracts that are of the same or of similar size, scope, and complexity as the effort required by this solicitation”. The Government’s instructions for relevancy of scope and complexity are clear. However, it is unclear with the current language of Section 4.0 how the Government is assessing magnitude/size relevancy of past performance references. With a projected ceiling of $95M, would the government please clarify if an individual reference must be similar to the ceiling value of PMSP to be considered relevant in size/magnitude, or if the Government will consider the combined value of an offerors submitted past performance references as being relevant in size/magnitude to the PMSP ceiling?

A.19 The Government will consider size, scope, and complexity of contracts submitted by the Offeror compared to the number of FTEs listed in Table 1 and the work to be performed as listed in Section 5.0 of Attachment 1.

Q.20 Table 1 indicates that there are 40 Key personnel and the table starting on page 74 under the "MINIMUM GUARANTEE"" title indicates there are 38. When you compare the of Subject Matter Expertise titles between these two tables the list of key personnel does not match. Can government please clarify which table contains the right key personnel count and which table is to be used to obtain the correct list of key personnel expertise so the offeror can obtain the correct mix of key resumes?

A.20 Refer to answer to Q13 above.

Q.21 The pricing template does not list any Administrative Support - Seniors for Fort Belvoir. Table 1 under section

4.1 indicates there is one (1) Administrative Support - Senior. Can government please clarify which is the accurate count for Administrative Support - Seniors at Fort Belvoir? This is to ensure the offeror can correctly determine the Total Evaluated Price (TEP) and obtain an accurate list of proposed task order personnel.

A.21 The requirement in Table 1 is correct and the pricing template has been updated and published.

Q.22 The pricing template lists two (2) Budget Analyst - Seniors for Fort Belvoir. Table 1 under section 4.1 indicates there is only one (1) Budget Analyst - Senior. Can government please clarify which is the accurate count for Budget Analyst - Seniors at Fort Belvoir? This is to ensure the offeror can correctly determine the Total Evaluated Price (TEP) and obtain an accurate list of proposed task order personnel.

A.22 The requirement in Table 1 is correct and the pricing template has been updated and published.

Q.23 The pricing template lists one (1) Logistics Analyst - Seniors for Fort Belvoir. Table 1 under section 4.1 does not list any Logistics Analyst - Seniors. Can government please clarify which is the accurate count for Logistics Analyst - Seniors at Fort Belvoir? This is to ensure the offeror can correctly determine the Total Evaluated Price (TEP) and obtain an accurate list of proposed task order personnel.

A.23 The requirement in Table 1 is correct and the pricing template has been updated and published.

Q.24 The pricing template list seven (7) Budget Analyst - Seniors for Fort Bragg. Table 1 under section 4.1 indicates there are eight (8) Budget Analyst - Seniors. Can government please clarify which is the accurate count for Budget Analyst - Seniors at Fort Bragg? This is to ensure the offeror can correctly determine the Total Evaluated Price (TEP) and obtain an accurate list of proposed task order personnel.

A.24 The requirement in Table 1 is correct and the pricing template has been updated and published.

Q.25 The pricing template lists one (1) IT Systems Administrator - Senior for Fort Bragg. Table 1 under section 4.1 does not list any IT Systems Administrator - Senior Logistics Analyst - Seniors. Can government please clarify which is the accurate count for IT Systems Administrator - Seniors at Fort Bragg? This is to ensure the offeror can correctly determine the Total Evaluated Price (TEP) and obtain an accurate list of proposed task order personnel.

A.25 The requirement in Table 1 is correct and the pricing template has been updated and published.

Q.26 The pricing template lists four (4) IT Systems Administrator - Principals for Fort Bragg. Table 1 under section

4.1 does not list any IT Systems Administrator - Principals. Can government please clarify which is the accurate count for IT Systems Administrator - Principals at Fort Bragg? This is to ensure the offeror can correctly determine the Total Evaluated Price (TEP) and obtain an accurate list of proposed task order personnel.

A.26 The requirement in Table 1 is correct and the pricing template has been updated and published.

Q.27 The pricing template does not list any Network Engineer - Seniors. Table 1 under section 4.1 list one (1) Network Engineer - Senior. Can government please clarify which is the accurate count for Network Engineer - Seniors at Fort Bragg? This is to ensure the offeror can correctly determine the Total Evaluated Price (TEP) and obtain an accurate list of proposed task order personnel.

A.27 The requirement in Table 1 is correct and the pricing template has been updated and published.

Q.28 The pricing template does not list any Network Engineer - Principals. Table 1 under section 4.1 lists four (4) Network Engineer - Principals. Can government please clarify which is the accurate count for Network Engineer - Principals at Fort Bragg? This is to ensure the offeror can correctly determine the Total Evaluated Price (TEP) and obtain an accurate list of proposed task order personnel.

A.28 The requirement in Table 1 is correct and the pricing template has been updated and published.

Q.29 The government has stated that if the Offeror who is planning on supplementing their own labor work force to fulfill the requirements of the resulting contract with subcontractors they must identify those categories specifically and provide fully burdened hourly rates for each labor category where subcontractor personnel are being proposed.

The only place provided in Attachment 3 to indicate the subcontractor is on Tab A Contract Rates and not on the Tab B Evaluation Purposes.

A.29 Correct. Please list the names of any planned subcontractor’s in the space indicated on Tab A of Attachment 3.

Q.30 Can the government please clarify that the Offeror only needs to identify which labor categories from the IDIQ contract level on Tab A may be shared with subcontractor at the task order level and that the FBLR provided is the rate at the IDIQ contract level? Can the government please clarify that the offer DOES NOT need to indicate which positions and how many on TAB B that may be supplemented by the subcontractor?"

A.30 Correct, the Offeror only needs to identify which labor categories from the IDIQ contract level on Tab A may be shared with a subcontractor at the task order level and that the FBLR provided is the rate at the IDIQ contract level. Correct, the offer does not need to indicate which positions and how many on TAB B that may be supplemented by the subcontractor.

Q.31 The RFP Volume V format instructions states that the page limit for volume V is 10 pages, instructions in section 6.2.1 states that the volume shall including any Teaming Arrangements/Agreements from subcontractors.

Most Teaming Arrangements/Agreements are over ten page by themselves. Can the government please change page count requirement for volume V to unlimited or exclude the TA from the page count."

A.31 The page limit for Volume shall remain at 10 pages. However, an Offer may include any Teaming Arrangements / Agreements as an attachment to Volume V.

Q.32 Where is the COR located for this requirement?

A.32 The COR is located at PMSP on Fort Belvoir, VA.

Q.33 The DD Form 441/441-1 does not provide proof of “current” Facility Clearance. The DD Form 441 and 441-1 provides status at the time the Facility Clearance (FCL) was granted and renewed (respectively). This is a form that is provided by DCSA and updated forms are not provided as needed upon Contractor request. We believe what the Government is looking for is the FCL Report found in National Industrial Security System (NISS) under “12.View My Facility Clearance Report” – Contractors can generate and include this report in their proposals which provides the current (as of that day) status of the FCL (active status, clearance level, safeguarding level, date granted, class PO mailing, etc.). Please confirm that this FCL report is what is required to be submitted with our proposal.

A.33 The Government only requires Offerors to submit the DD Form 441. The Government will validate that the TS Facility Clearance is still valid based on the information included in the DD 441.

Q.34 There is a discrepancy in the number of FTEs in Table 1 of the RFP and Tab B of the Pricing Model. Table 1 indicates 87 FTEs and Tab B indicates 88 FTEs. We believe the difference is the call for 1 Budget Analysis Senior at Fort Belvoir in Table 1, whereas Tab B calls for 2 Budget Analysis Senior. Please clarify.

A.34 The requirement in Table 1 is correct and the pricing template has been updated and published.

The following have been modified:

ADDENDUM TO FAR 52.212-1

INSTRUCTIONS TO OFFERORS

1. GENERAL INSTRUCTIONS TO OFFERORS

FREEDOM OF INFORMATION ACT (FOIA)

Information contained in the successful or unsuccessful Offeror's technical/management or price proposal must be released under the Freedom of Information Act (5 U.S.C. 552) upon request from the public after contract award except to the extent it contains trade secrets and privileged or confidential commercial or financial information. If the Offeror's proposal contains material meeting this description which is customarily maintained in confidence in the course of the Offeror's business and is not otherwise publicly available, and if the Offeror does and is not otherwise publicly available, and if the Offeror does not want it disclosed to the public, they shall mark the title page with the legend that follows:

"This proposal, furnished in response to Solicitation No. W911QY-21-R-0014 contains trade secrets and/or privileged or confidential commercial or financial information. This information is maintained in confidence in the course of the Offeror's business and is not otherwise publicly available. The Offeror submits this information to the Government in confidence and understands that it is received with that intent. This information shall not be released or disclosed outside the Government under the Freedom of Information Act (5 U.S.C. 552) or under any other circumstances."

Proposals so marked will be accepted by the Government in confidence and will not be released provided the Offeror and/or Government can show, upon request under the Freedom of Information Act, that the disclosure would either impair the Government’s ability to obtain necessary information in the future, or cause substantial harm to the competitive position of the offeror.

1.1 This is an all-electronic solicitation release. No hard copies of the solicitation will be mailed. Notifications and Amendments to the solicitation will be posted to https://beta.sam.gov/. It is the responsibility of each Offeror to review the webpage for notice of amendments, updates, or changes to current information. Proprietary information submitted in response to this solicitation will be protected from unauthorized disclosure as required by Subsection 27 of the Office of Procurement Policy Act as amended (41 U.S.C. Sections 210-2107) and as implemented in the FAR. Proposals shall be unclassified and treated as Source Selection Sensitive Information (see FAR 2.101 and 3.104).

1.2 Proposals must be complete, self-sufficient, and respond directly to the requirements of the solicitation. Any commitments made in the proposal, to include, but not limited to the Transition and Management Plans called for in this solicitation, shall become part of the resultant contract. Any significant inconsistency, if unexplained, raises a fundamental issue of the Offeror’s understanding and/or ability to perform the contract. This may be a basis for rejection of the proposal. In no case shall statements similar to “we will comply with the requirements of the contract” or equivalent statements be acceptable to meet all the requirements of this Request for Proposal (RFP).

However, the proposal shall include a declaration statement that acknowledges and accepts, without exceptions, all performance work statement (PWS) requirements. Failure to comply with these instructions may result in an Offeror’s proposal being considered nonresponsive or noncompliant, and therefore ineligible for award.

1.3 Interested parties shall submit questions regarding this solicitation by electronic mail only to trisha.r.scott.civ@mail.mil with the solicitation number, “W911QY-21-R-0014”, contained within the subject line of the email. The Government will answer all questions through the issuance of a solicitation amendment prior to the deadline for final proposal submissions, provided it receives those questions no later than 14 calendar days prior to the date of the solicitation. Questions received after the deadline may not be answered prior to proposal submission.

The Government does not anticipate extending the closing date for receipt of offers.

1.4 The Government does not intend to engage in discussions, but reserves the right to do so should it be in the best interest of the Government. Therefore, Offeror’s initial proposal shall contain the Offeror’s best terms.

1.5 Pre-Contract Costs: The Offeror shall not be reimbursed for any costs incurred prior to the effective date of the contract.

1.6 The proposal shall be valid for not less than 90 calendar days from the proposal due date. The Offeror shall make a clear statement that the proposal is valid until such date (dd/month/yr). Offerors WILL NOT include any pricing information in any section of their proposal except within Volume V: Price Proposal. If found elsewhere, the proposal will be deemed noncompliant.

1.7 The Government intends to award one contract, with or without discussions, based on the evaluation results.

1.8 Proposals shall not contain classified information. Offerors are cautioned that the aggregation of normally unclassified information can result in a document becoming classified. The most common situation where this occurs is in Key Personnel resumes.

1.9 The Government will perform a virus scan on all electronic files provided by the Offerors. Any submittal failing the virus scan or found to be unreadable shall be rejected, returned to the Offeror and not considered or evaluated.

1.10 Proposal Submission.
