Reference Question / Comment Question Answer
Q1 Draft RFP Section 1.11 b. Will the Government provide a resume template for this solicitation? Yes, the Government will provide a template to use.
Q2 Draft RFP Section 3.1 (6);
Evaluation Factors for
Award 1.8
As a total small business set‐aside, there are a limited number of small businesses with experience managing contracts of this nature within the SOF community and limits competition.
The acquisition and mission success are depended on sourcing, hiring, and maintaining qualified personnel and is not dependent upon a contractor's experience managing SOF SETA contracts.
Would the Government remove this requirement to foster competition, and if not removed, would this render a proposal less than acceptable?
The Government will not remove this requirement. An offeror's proposal that demonstrates experience managing similar contract in the SOF community will be view more favorably than a proposal that has little to no experience managing similar contract in the SOF community.
Q3 Draft RFP Section 4.1
Transition Plan;
Would the Government provide the addresses of where contractor staff will be employed for Lexington, KY and Natick, MA?
Yes, the Lexington address is Bluegrass Station, 5749 Briar Hill Road Lexington, KY 40516. The Natick MA address is 1 General Green Ave, Natick MA 01760.
Q4 DRFP: General The incumbent contract is not scheduled to expire until 2023. Is it the Government's intention to award and begin the Period of Performance early?
Yes. The new contract Period of Performance will tentatively begin 1 Aug for all new Task Orders
Q5 DRFP: 4.2 Key Personnel
Paragraph 4.2 Key Personnel states "The Offeror shall provide a resume for each labor category listed as Key Personnel in Table 1 in section 4.1 above." Does the Government require one representative resume for each LCAT listed as Key Personnel, or does the Government require separate resumes for each Key Personnel position? For example, does the LCAT Breaching require 1 representative resume, or 5 resumes?
6.2
Page 30, Paragraph 3.1 states that the proposal will be evaluated to see if “The Offeror has provided resumes and Contingency Hiring letters for all of the personnel depicted in Table 1 of paragraph 7.2.1”. However, Page 21, Paragraph 4.2 requires resumes of only Key Personnel.
Please clarify this requirement.
RFP 4.2
In Section 4.2 of the Instructions, the Government requests resumes for all key personnel. In Section 3.1 of the Evaluation Criteria, the Government requests a resumes for every person depicted in Table 1. Please confirm that the Government wants 86 resumes.
Pages 20‐21, Table 1; Page 22, 4.2 Key Personnel
Are resumes required for each labor category (Table 1, Column 2) subject matter expertise (Table 1, Column 3) or only per labor category? For example, Table 1, page 21, at Fort Bragg lists three (3) "Subject Matter Expert ‐ Principal" for three separate areas. Are three resumes required or one? And twenty (20) "Subject Matter Expert ‐ Senior" for 11 separate areas at Fort Bragg. Are 20 resumes, 11 resumes required or one?
Q6 DRFP: 5.0 Volume IV: Past Performance (Factor 3)
How many Past Performances does the Government require?

Yes, an electronic signature is acceptable.

Q9 Page 19, Paragraph 3.1 Management Plan. Please confirm this is excluded from the 15 page limitation in Volume II.
Volume II: Technical is comprised of a Management Plan and proof of a Top Secret Facility Clearance, and has a 15 page limit. Proof of the Facility Clearance is not included in the page limit of Volume II.
Q10 2.4
Page 24, Paragraph 6.2 says that both Contractor and Government site rates are to be proposed. However, Attachment 1, Page 3 Paragraph 3.1 says “The Government will provide all necessary facilities, administrative and office equipment, materials, and logistics required in the performance of this contract at CONUS and OCONUS locations” and there doesn’t appear to be any place on Attachment 4 for Contractor Site rates. Please clarify if any Contractor‐site performance will be required.
The Government does not anticipate any Contractor‐site performance, however Contractor‐site rates are required.
Tab A on Attachment 4 includes columns for Contractor Site rates
Table 1 in Section 4.1 identifies 19 Key Personnel labor categories for a total of 38 Key Personnel positions. The Government requires a minimum of 30 resumes for Key Personnel positions. Q17 Various In various places throughout the RFP, the Volume numbers are referred to variously with roman numerals (I, II, III etc) and numerically (1, 2, 3 etc). Which method would the government prefer for labelling the volumes?
The Government would prefer Roman Numerals for numbering Volumes.
Q18 Various Page 5, CLIN 2 indicates that Travel is FFP, and Page 6, ODC’s also reflects as FFP, both of which are highly unusual. Attachment 1 Paragraph 8.0 has the same statement. Is this an error? How can travel be FFP when the cost of travel varies based on multiple factors?
See answer to Q14
Q19
Draft RFP, Page 18 Section
1.13 states for VOL V “Page Limitation: No Limit, only Excel Template allowed”.
However to provide responses for Draft RFP sections 6.3, 6.5, 6.6, and 6.7 would require a separate price volume narrative. Can the government please clarify that a separate narrative volume is allowed?
Yes, a separate price narrative volume is allowed. The final RFP will reflect update.
Q20 RFP 4.2 Is a letter of intent necessary if the proposed candidate is a current employee?
Letters of Intent are not required for any proposed candidate, however the Government will view an Offeror's proposal that includes letters of intent more favorably than a proposal that does not include letters of intent.
Q21 DRFP 6.3
DRFP Section 6.3 states "Submit proposals for all Subcontractors." Confirm that given this is a FFP contract, price proposal should be submitted by the Prime. Please confirm there is no need for separate subcontractor "sealed" pricing proposals. No other RFP sections require any subcontractor direct‐to‐Government submission.
1) Offerors who plan to use subcontractors to supplement their own labor work force to fulfill the requirements of the resulting contract, must identify those categories specifically and provide fully burdened hourly rates for each labor category where subcontractor personnel is being proposed within the PMSP Labor Rate Pricing Model sheets.
2) Subcontractor proposals shall be provided for each subcontractor contemplated in the offeror's price volume
Q22 Instructions 1.11.d May offerors make changes to the page numbering format for the sake of clarity/avoiding duplication? For instance, since the Glossary is exempt from page count, may it be labeled "Volume II ‐ GLOSS ‐ [page number]" to distinguish it from the page‐limited sections?
Yes, offerors may make changes to the page numbering format for the sake of clarity.
Q23 Instructions 2.2 The instructions state that "Offeror shall provide valid documentation that it is not currently on the Excluded Party List…" What kind of documentation does the Government consider sufficient / valid to meet this requirement?
Proof of System for Award Management (SAM) registration and up‐to‐date Reps and Certs
Q24 Instructions 2.3 May offerors rearrange the columns of the sample Cross Reference Matrix? We find the CRMs are easier to read when the proposal sections are listed on the left, rather than the right, of the matrix. Is such a change acceptable?
Yes, this change is acceptable.
Q25 Instructions 1.13 The Volume IV instructions state that "Consent Letters, if required, do not count against the page limit." This is the only mention of Consent Letters in the RFP. Please clarify under what circumstances these are required.
Consent Letters are not required and this reference will be removed in the final RFP.
Q26 Section B "UNIT" of
"Biweekly" Why is this biweekly as opposed to hourly, lot or each? The unit will be "each" in the final RFP.
Q27 Can you share who is the current incumbent(s) on this oppty. The incumbent is The Mayvin Consulting Group, INC. The contract number is W911QY‐18‐D‐0204.

Clearance:
The Small Business Administration (SBA) issued a Final Rule on 16 OCT 2020 (3245‐AG94), which took effect 16 NOV 2020, that updated the SBA‐approved Mentor‐Protégé program titled “Consolidation of Mentor‐Protégé Programs and Other Government Contracting Amendments”. In this Final Rule, they stated:
“SBA understands that some procuring agencies will not award a contract requiring a facility security clearance to a joint venture if the joint venture itself does not have such clearance, even if both partners to the joint venture individually have such clearance. SBA does not believe that such a restriction is appropriate. Under SBA's regulations, a joint venture cannot hire individuals to perform on a contract awarded to the joint venture (the joint venture cannot be “populated”). Rather, work must be done individually by the partners to the joint venture so that SBA can track who does what and ensure that some benefit flows back to the small business lead partner to the joint venture. SBA proposed allowing a joint venture to be awarded a contract where either the joint venture itself or the lead small business partner to the joint venture has the required facility security clearance. In such a case, a joint venture lacking its own separate facility security clearance could still be awarded a contract requiring such a clearance provided the lead small business partner to the joint venture had the required facility security clearance and committed to keep at its cleared facility all records relating to the contract awarded to the joint venture
Can the government please confirm that such a Joint Venture (as described above) that has an SBA‐approved Mentor‐Protégé relationship will meet the requirements of Section 3.2 Facility Clearance, so long as both JV members can show proof of a Top Secret Facility Clearance?
Yes, the Government confirms that a Joint Venture, as described, will meet the requirements of Section 3.2 Facility Clearance only if both Joint Venture members meet the requirement of the Top Secret Facility Clearance as set forth in RFP ADDENDUM TO FAR 52.212‐1, Section 3.2.
