STATEMENT OF WORK (SOW)
FOR THE PRODUCTION AND INTEGRATION
OF EXPEDITIONARY TRICON SYSTEMS (ETS)
C.1 BACKGROUND
C.1.1. The United States Army is modernizing their containerized life support systems associated with the Force Provider (FP) program. FP is a containerized system with the objective to provide a stand-alone base camp capability for a broad array of Combat Service Support and Homeland Defense missions. Force Provider was originally Type Classified Standard in May of 1994 as a 550-personnel module capable of being complexed/combined to support a brigade sized force of 3300 personnel. Over time Force Provider Containerized Systems have evolved from 20’ ISO containers supporting 600 personnel to smaller more mobile and expeditionary Expandable TRICON shelters supporting 150 personnel each. This configuration is referred to as Force Provider Expeditionary TRICON System (ETS). Each Force Provider base camp (module) contains two Expeditionary Shower Systems (ESS), two Expeditionary Latrine Systems (ELS), one Expeditionary TRICON Kitchen System (ETKS), and one Food Sanitation Center (FSC).
C.1.2. Additionally, there is a Joint Services requirement for the ETS Systems associated with this Statement of Work (SOW) in support of other services deployable base-camp systems. By introducing standardized assets to the Joint Services community, FPE LSM can improve its maintenance repair supportability. The commonality of repair parts can be used to assist other services in maintaining overall operational readiness.
C.2 GENERAL SCOPE
C.2.1. The effort described in this SOW pertains to the production of the ETS Systems.
C.2.2. The ETS Systems described in this SOW are integrated into expandable shipping Triple Containers (TRICON) which measure 8’x 8’ x 6’6” in shipping configuration and expands on two sides. The ETS Systems shall be built in accordance with the Government’s specifications, supplied Technical Drawing Package and supporting documentation. The ETS Systems shall be packed for shipment per the supplied ETS Equipment packing plan (Attachments 0002, 0004, 0006, 0008). Pack-out components is defined in each ETS TDP. The ETS Systems have been developed, tested, and certified based on this supplied information.
C.2.3. The Contractor shall furnish all personnel, labor, engineering, services, equipment (except that expressly stated herein to be furnished by the Government), materials, supplies, and facilities necessary to fabricate, integrate and manufacture the ETS Systems and provide all support hardware and software as indicated in this SOW. The work and services to be performed by the Contractor are detailed in this SOW. The Contractor shall not initiate any task without written direction by the Contracting Officer.
C.2.4. Each system requires updated logistical support documentation as described in this SOW and the associated Contract Data Requirements Lists (CDRLs) listed in Section J of the solicitation. Each ETS system includes upgrades over the previous version and will require complete ILS documentation as described in the ETS Integrated Product Support SOW (Attachment 0016).
C.2.5. The intent of this contract is to produce the ETS Systems via a five (5) year Indefinite Delivery/Indefinite Quantity (IDIQ), Firm-Fixed-Price (FFP) contract vehicle until either the Army Acquisition Objective is achieved and/or all Joint Service requirements are met, whichever comes first. The U.S. Army intends to buy at least one of each ETS System and as many as 210 per year subject to availability of funds.
C.2.6. If the requirements of this SOW, subsidiary specifications, standards, drawings, or publications are in conflict, the Contractor shall refer the area of conflict to the Contracting Officer or the designated Contracting Officer's Representative for resolution.
C.2.7. The Government anticipates awarding one contract on a Best Value basis to a vendor demonstrating the ability to produce each ETS System to the technical specifications drawing packages provided.
