NumberQuestionGovernment Response
Page 22 of 79 of the RFP, Section 3.4, Task Area 4: Subject Matter Expert On-Site: For planning purposes, is the Government able to provide a list of example locations (e.g., Fort Detrick, DVC, or other JPEO-CBRND manufacturing partners, etc.) where offerors may have to place on-site SMEs for a specified duration under future Task Area 4 task orders? The Government cannot provide a list of locations at this time.
Page 70 of 79 of the RFP, Section L.3.c, Attachment B: This section states that “Attachment B shall be completed by each Offeror’s Reference(s) provided in Attachment A or if not, the Offeror shall provide the declination by the Reference and any detail associated with their unwillingness to complete the Questionnaire.” In accordance with this requirement, we have the following questions:
a. In our recent experience requesting Government contacts to complete the Past Performance Questionnaires they routinely decline and point to the most recent CPARS evaluation. In the event that happens, should the declination response be included as an attachment to our Volume I response?Yes. In accordance with the directions in the solicitation, the declanation to respond is against the past performance questionaire and shall be provided.
b. In lieu of Attachment B (when the Government declines to respond), can offerors provide their most recent CPARS as an attachment to Volume I that is exempt from the 20-page limit? No. The declanation should be submitted per the solicitation instructions.
Attachment D, Task Order 01 PWS: Does the Government intend to award Task Order 01 in December 2020 to begin work immediately?Yes. The Government will award the initial task order at the time of award of the ID/IQ contract. After award, the Government and selected awardee will hold a kickoff meeting to finalize a project timeline.
Attachment D, Task Order 01 PWS, Section II.2.a: This section states “it is also expected that the contractor perform a site visit to DVC’s Drug Products manufacturer for an in-depth review of manufacturing changes and batch record review of newly manufactured Drug Products (IDIQ Task 3).” Can the Government please specify the location of this manufacturing facility?Travel will not be required. The request for visit to DVC's location has been removed from the PWS.
Since this RFP is for Non-Personal Services, are bidders required to follow the instructions listed in 52.212-1 for Commercial Items? [L.52.212-1]. Specifically what does the Government require relative to the following items in the list of 52.212-1 Instructions: [(b)(4); (b)(5); (b)(6); (c)l (d); (i)(1); (i)(2); (i)(3);(i)(4);(j)]Offerors are required to follow the instructions to offerors in provision FAR 52.212-1 in so much as they apply to the requirement (b(4) and b(5), d, i being for supplies rather than services) and in so much as other instructions do not supersede the statement in the provision text.
Does the instruction in the Addendum to Clause 52.212-1 stating the multiple proposals are not authorized supersede the instruction in L.52.212-1 (e) which states “Offerors are encouraged to submit multiple offers…”? [L.52.212-1(e)]Yes. The instructions to offerors has been revised to clarify this.
Can the offeror submit Grants and/or Cooperative Agreements as Past Performance References?Offerors can submit past performance information they feel is recent and relevant in scope and complexity to the requirement.
Are the services being requested by this solicitation currently being provided under a contract? If so, will the Government provide the contract number(s) and the incumbent contractor(s)?There is no incumbent.
Will the Government please confirm that cover pages are also excluded from the page count? [L.2.b]Cover pages are excluded from the page count.
Will the Government please confirm that the RFP statement: “Offerors shall provide no more than five examples of past performance of projects performed within the last three calendar years” supersedes the statement in Attachment A: “The number of past efforts shall be limited to six for the prime Contractor and three for each Subcontractor”? [L.3 Volume I, Past Performance a; Attachment A]The language in the RFP shall be followed. Attachment A has bee amended to reflect the statements in the instructions to offerors.
If the statement in the RFP is correct – that “no more than five examples of past performance” should be submitted, specify the number of the five that may be past performance examples of subcontractors. [L.3 Volume I, Past Performance a]There is no limit to subcontractor past performance. An Offeror can submit all past performance as a subcontractor, no past performance as a subcontractor or any amount in between.
If the proposal volumes are to be submitted electronically, does the Government still require a “Copy number” on the cover page? [L.2.a; L.2.h]Copy number is not required. The solicitation has been amended to reflect this.
If the proposal volumes are to be submitted electronically, does the Government still require “tab indexing” and if so, what is desired here? [L.2.f]Indexing is a function of PDF setup and allows the veiwer to rapdily search the document. It is a function of organization of an electronic document and shall remain as stated.
If the proposal volumes are to be submitted electronically, are 11 x 17 pages still allowed and counted as single pages? [L.2.d]Yes.
Are there any deliverables to be provided at the ID/IQ level? [PWS 2.0]No. All deliverables will be specified in subsequent task orders.
Will the Government be issuing an SF 1449 or SF 33 to be completed and returned with the proposal? [L(b); L(b).11; L.3 Volume V, Pricing and Contract Documentation Volume Requirements h.a]No. However, Respondents shall sign and submit a signed copy of each Amendment issued under this solicitation as acknowledgement of the amendment.
Where in the RFP can we find the “documents described in 7.4.10”? [L.2.c]This was an error and has been removed.
The RFP requests that the Pricing and Contract Documentation Volume be presented as a “… ‘Read Only’ Microsoft Excel file…” [L.2.a]. However, instructions for that volume [L.3 Volume V, Pricing and Contract Documentation Volume Requirements] indicate that this volume must also contain a number of other items [see subsections f; g; h.a; h.b]. Where in the MS Excel file should these be inserted? Would the Government allow an additional MS Word or PDF file for Volume V to respond to the requirements for that volume that are outside of the pricing information requirements? The Government has amended the language in section L.2.a to allow pricing information required under L.3 to be submitted similarly to Volumes I through IV.
Since site visits are a requirement in the Task Order and since a cost proposal is required for that Task Order, will the Government please identify the sites to be visited? [L.3 Volume V, Pricing and Contract Documentation Volume Requirement a]Travel has been removed from the Task Order PWS.
The Subcontracting Plan.pdf [Attachment E-48 CFR 19.704] includes a statement that it is current though November 12, 2020. Will the Government provide an updated version or provide a statement that this is still current? The version provided is the current version.
