Section L.2.1 VOLUME I – ADMINISTRATIVE, Page 181.
Statement is “The Subcontracting goal (if applicable) established for this effort is 48% with the following socio-economic sub goals: Small Disadvantaged Business: 13%; Woman-Owned Small Business: 7%; Historically Underutilized Business Zone (HUB Zone) Small Business: 11%; Veteran Owned Small Business: 6% and Service Disabled Veteran Owned Small Business: 6%.” Please define when the Subcontracting goal is applicable.
Subcontracting plans are NOT required for small business concerns
8
L 2.2 VOLUME II - FACTOR 1: TECHNICAL, Page 184.
Please confirm that an offeror can propose an unmanned aerial vehicle that is not an RQ-11B or an RQ-20A for the LRRS or MRM systems.
Offerors can propose their own MRM and LRRS systems and Unmanned Aircraft in the Systems Domain, as listed under CLINs 0126-0131
9
Section L 2.4 VOLUME IV - FACTOR 3: SMALL BUSINESS PARTICIPATION PLAN, Page 189
Text reads: “The offeror proposes a small business goal of at least 23%”. Please clarify if 23% is a requirement or provided as an example.
The total of 23% is the Small Business Goal. Not an example.
12
Section L 2.4 VOLUME IV - FACTOR 3: SMALL BUSINESS PARTICIPATION PLAN, Page 189
Text reads: “Of that 23% goal 5% must be attributed to contributions from Small Disadvantaged Business, 5% must be attributed to Woman- Owned Small Business, 3% must be attributed to Historically Underutilized Business Zone (HUB Zone) Small Business, 5% attributed to Veteran owned Small Business and 3% attributed to Service Disabled Veteran Owned Business.” Total of the percentages listed equals 21% which does not align with the 23% goal. Please confirm that the percentages are listed as intended.
The total goal sought is 23% Small Business Participation. The listed percentages are minimum goals for the key subcategories that have their own individual minimum goals.
13
L 2.5 VOLUME V - FACTOR 4: PRICE, Page 190.
Text reads: Section I - Price Workbook: Offeror shall provide a completed Price Workbook and Schedule B IAW the Price Workbook directions provided in the RFP Section J, Attachment H. Please confirm that offeror does not need to complete the entire workbook to be compliant. The offeror can elect to provide pricing for specific elements of the Workbook.
Yes, offeror can complete pricing for ANY one proposed ITEM in ANY tab/domain. Exception are the RQ-20A and RQ-11B Spare and Repair parts tabs, which the Government requests to be completed/proposed in its entirety. However, if an offeror can only propose a limited number of items within this domain, the Government reserves the right to move such an item to the Other Major Component domain (and award the contract) if it is in the best interest of the Government.
14
Pricebook
The part numbers listed in the attachment PRICEBOOK_IDIQ_3-31-17_post.xlsx under the RQ-20A and RQ-11B Parts tabs are either incomplete or vendor unique numbers. The nomenclature of these items appears to be well within the capabilities of our company to source, procure, and provide traceability but without a complete part number, we have no way of determining this potential or reviewing the historical repair data. We would request that the manufacturers part numbers or National Stock Numbers (NSNs) be provided because without them industry cannot determine the potential of this effort and competition will be reduced.
Manufacturer’s part numbers are provided. National Stock Numbers for both RQ-11B, RQ-20A will be provided (if available) with the RFP.
Under the “RQ-11B and RQ-20A Spare and Repair Parts” domain how will the process of Task Order issuance to delivery of material be managed? Will large quantities of material need to be held by the contractor until delivery is requested?
Delivery orders quantities will be managed by PdM TUAS and will be based on Government requirements. Delivery schedule will vary, in general it is expected to be in 90-180 DARO.
16
SOW, page 18
What Government Obsolescence Working Group is being referred to on Page 18 of the SOW?
Internal to PdM TUAS, in conjunction with other Government agencies and existing vendors, the Government Obsolescence Working Group evaluates the impending obsolescence of components and plan for mitigations.
Will any assembly be required under the “RQ-11B and RQ-20A Spare and Repair Parts” domain?
There should not be an assembly requirements on any DO for Spares and Repair Parts.
How will the Task Order structure support obsolescence monitoring? In other words, will the contracting office be willing to make fast acquisitions in the event that a part is nearing total obsolescence?
Delivery orders will be issued based on requirement at the time of the order.
Will the security requirements be the same across all domains and more specifically, will the SECRET clearance be required for contractors that are only bidding on the Spares and Repairs domain? Why is compliance with OPSEC required when there is no OPSEC deliverable?
Compliance with OPSEC is a default requirement for vendors providing items integral to DoD systems, and covers the use of distribution limited (C, D, export controlled) documents.
The proper level of clearance will depend on the components being proposed, and on the likelihood that a vendor might propose improved components based on “threats or weaknesses” of the existing system, which are classified.
We recommend that counterfeit mitigation requirements also be added to the Quality Control Program requirement.
This recommendation will be considered for the RFP, as well as denoting how it is addressed within the cyber-security plan.
The contractor is responsible for but at present there are no specifications linked to the parts. Will these standards be provided at time of solicitation?
Any testing requirements and standards will apply only when applicable to a requirement for a specific delivery order.
General LRRS
Does the Government intend to provide the detailed radio requirements sufficient to submit a comprehensive proposal, similar to Appendix A (Digital Data Link Radio Performance Parameters), included with the FCS/DDL Radio Upgrade RFP?
Detailed performance requirements for the radio will be provided prior to any delivery order requesting radios. The requirements and interfaces for the radio are still under review.
23
range
Requirement for range below 500 ft. altitude makes meeting 15 Km very difficult. Can we meet this requirement with a 2MHz mode?
The radio range measurement assumes a 500 ft altitude and clear line of sight, and full bandwidth is required at this distance.
24
Page 8
This requirement is inconsistent with vendor understanding of frequency range requirement and with text in the SOW. Will this requirement be updated to the new frequency range?
If the question is referring to page 6) The determination is still being made of whether or not the OCONUS and CONUS frequencies can be covered by one radio, and still allow for competition. The expected frequency ranges, as well as designation of threshold versus objective, will be clearly stated within the final RFP.
25
Page 9
Will the OSRVT be provided as GFE for interoperability evaluation and validation? Does the OSRVT impose additional DDL radio requirements beyond what is otherwise specified for this program? Please provide access to the OSRVT specification and associated GFE.
The OSRVT will not be provided as GFE, however PdM TUAS will offer interoperability testing with the OSRVT to support this requirement. The requirements are driven by the UAS Data Link Interoperability Profile.
26
SOW 3.3.4.1
“PVT (including 810G, EMC/EMI, HERO/HERF/HERP, …) shall be conducted at Government-approved facilities.” What are these Government-approved facilities? Can offerors gain Government approval? Please list all Government -approved facilities and/or state how to become one.
Government facilities for environmental testing are located at RTC on Redstone Arsenal, AL. Vendors providing products to the Government can be approved on a case-by-case basis for specific tests if the RTC/ATEC test leads agree that the use of the vendor’s test facility will fulfill the test needs.
