PERFORMANCE WORK STATEMENT

1.0 Background:

The threat of Weapons of Mass Destruction (WMD) hazards has increased and evolved across several dimensions. Currently, the advancement and spread of innovation in the life sciences, coupled with the rise of non‐state actors seeking WMD capabilities, represent a significant challenge facing U.S. policy makers and the military forces today. Therefore, the Department of Defense (DoD) leads the U.S. Government in the Research, Development, and Acquisition (RDA) of systems and technologies to reduce our vulnerabilities to these hazards across a range of conflict, including major combat operations, special operations and low intensity conflict, and defense of the homeland in support of civilian authorities. The systems and technologies include: materiel approaches such as survivable materials; sensors and detection systems;

protective systems; medical countermeasures; diagnostics; decontamination solutions; and the necessary models and simulations, concepts, methodologies, and form, fit, and function required to enhance mission effectiveness of U.S. weapons systems and to sustain the Joint Force in operations.

In April 2003, the Under Secretary of Defense for Acquisition, Technology, and Logistics (USD(AT&L))1 established the Joint Chemical, Biological, Radiological, and Nuclear Defense (CBRND) Program Analysis and Integration Office (PAIO) to provide independent analysis functions in support of the Office of the Secretary of Defense (OSD), Military Departments as well as the Secretary of the Army who is the DoD Executive Agent for the Chemical and Biological Defense Program (CBDP), Joint Requirements Office for CBRN Defense (JRO‐CBRND), Joint Program Executive Office for Chemical and Biological Defense (JPEO‐CBD), Combatant Commands and their Sub‐Unified Commands, and the Defense Threat Reduction Agency (DTRA). The Joint CBRND PAIO operates under the authority established in DoD Directive 5160.05E. The Joint CBRND PAIO provides independent analysis and objective advice to support the Office of the Assistant Secretary of Defense for Nuclear and Chemical and Biological Defense Programs (ASD (NCB)).

The Joint CBRND PAIO supports the priority objectives to meet the end states – no new WMD possession, no WMD use, minimization of WMD effects – of the Department of Defense Strategy for Countering Weapons of Mass Destruction2. Specifically, the Joint CBRND PAIO’s focus is denying the effects of current and emerging WMD threats through layered, integrated defenses.

The Joint CBRND PAIO also conducts independent analysis and provides objective advice to stakeholders within the Chemical and Biological Defense Program (CBDP) and ensures that

2Department of Defense Strategy for Countering Weapons of Mass Destruction, June 2014.

CBRND programs, policies, and processes support operational requirements, promote efficiency and readiness, and meet national security objectives. The Joint CBRND PAIO responsibilities include: analyzing medical and non‐medical requirements, doctrine, and training; RDA analysis;

logistics, and the industrial base; strategic planning and guidance assessment; and enhanced survivability for both deployed military forces and homeland defense (HLD).
