Q1. With regard to the Administrative Volume, as described under L.3.1‐3 (pages 34‐35), no page limit is specified.

A1: There is no page limit

Q2: Does the 20 page limit apply to the entire Technical Volume or to only the Technical Plan, as described under L.5.1 (page 36)?

A2: The 20 page limit applies to the entire Technical Volume

Q3: Section 5.5 of the Technical Volume (page 36) states “Offerors shall include the same information as contained in B.2 through B.5 for any and all subcontractors…” As there are no sub‐sections B.2‐B.5, should this read “…5.2 through 5.5…”?

A3: Correct, this should read 5.2 through 5.5.

Q4: Should pricing information requested under Technical Volume 5.3 and 5.5 (page 36) be included in the Price Volume instead? And, should subcontractor pricing data requested under 5.5 be included in that volume as well?

Q4: No, this information should be included in the Technical Volume as stated in the solicitation.

Q5: In the Price Volume, is the “live” pricing spreadsheet under L.6.2 (page 36) to be submitted as a separate file from the Price Volume?

A5: Yes, this should be an attachment separate from the Price Volume.

Q6: Understanding that all contractor personnel assigned to task orders are deemed key personnel per H.C‐D (page 27), are full resumes required and, if so, where?

A6: Yes. These may be included as an attachment to the Technical Volume.

Q7: Submission Requirements: on the SF33, it states that 1 original and 1 copy is to be delivered;

however, under L.1.4 (page 34) it states that the proposal is to be delivered via email. Are file copies still required with email delivery?

A7: No, email delivery alone is sufficient.

Q8: Proposal format: font type and size are not specified for text, tables, or graphics. Page margins are not specified, as well.

A8: Correct.

Q9: File naming convention: none provided in the RFP. Is there a preferred naming structure for submitted files?

A9: No preferred file naming convention

Q10: Can you please advise if a DCAA adequate accounting system is required in order to submit a proposal under the subject solicitation since it is a CPFF solicitation?

A10: Offeror must demonstrate the adequacy of their accounting system to handle a CPFF contract.

However, this does not have to be DCAA approved. Additionally, the Government may give an awardee 6 months after award to satisfy the adequate accounting system requirement.
