SUMMARY OF CHANGES
SECTION A - SOLICITATION/CONTRACT FORM
The following have been added by full text:
QUESTIONS AND ANSWERS #2
05 May 2016
RA-1 RFP Questions and Answers, #2
Question #1 - Are Offerors (who are not currently on the QPL), required to propose on the current solicitation (W911QY-16-R-0020) in order to be allowed to propose on the “additional solicitation(s) issued for Vendors to provide proposals who were not on the QPL at the time of the initial award, as part of the Government’s on-ramping strategy.”?
Answer #1 - No, Offerors are not required to propose on this solicitation in order to be allowed to propose on subsequent solicitations, as part of the Government’s on-ramping strategy, per Section H.5. The Government intends to release additional solicitations, at the Contracting Officer’s discretion, when additional Contractors are qualified on the QPL.
Question #2 - Please provide the “current known RA-1 systems requirement for the entire five year duration”, described in section M.3.2.1.2, so that Offerors may adequately understand the relative importance of the various factors included in the price evaluation criteria to be used for the initial award.
Answer #2 - For the purpose of price evaluation only, the current projected requirement over the five (5) year period of this contract is 4,200 systems.
Question #3 - Please provide the price evaluation criteria that will be used during the “(1) Price competition” for Delivery Orders noted in Section H.4.
Answer #3 - This information will be provided by the Contracting Officer during any delivery order competition.
Question #4 - Reference CLIN 0005 Material Certs & Samples and Exhibit E CDRL A005. Regarding the CLIN quantity of 2 each, should the CLIN reflect a quantity of 5 each, one for each ordering period? If the quantity is accurate at 2 each, please explain what the 2 each represents. (For example, will two (2) sets of monthly samples be required monthly, one for each Addressee identified in the CDRL?)
Answer #4 - There will be 2 groups of samples requested monthly during the period of performance – a textile group and a hardware group.
Question #5 - Reference Exhibit E, CDRL A005. The CDRL references an attached list we are assuming to be the 5 pages following the CDRL titled Monthly Material Review and Certification Testing List. The CDRL, in paragraph two seems to reference a random monthly sampling of items and in paragraph three references 6” narrow and 6x6 inch broad fabric samples.
‐ Based on the fact that some of these items identify a 90 yd requirement, advise if this list represents the items with the potential for random sampling.
‐ If the quantities identified represent a monthly requirement, or the potential total requirement for the ordering period (ordering period equals one year).
‐ Define how this list relates to the 6 inch narrow and 6x6 inch broad samples defined in the CDRL.
Answer #5 - Samples will be randomly requested monthly and with the intent to cover every item on the list at least once throughout a year. Every material cert should be accompanied by the sample described in CDRL A005. The additional amounts for laboratory testing are defined by the attached 5 pages titled Monthly Material Review and Certification Testing List.
Question #6 - Please confirm the TDP Revision for this solicitation?
Answer #6 - For the purposes of qualification onto QPL MIL-DTL-6645J, all Offerors will be evaluated against the initial TDP released March 2015. The current revision of the TDP has minor changes from the initial release and will be used for proposal purposes and contract execution. The current TDP will be provided to interested Offerors upon request and signature of a non-disclosure agreement.
Question #7 - Please provide the order of precedence between the following documents referenced in the solicitation:
* TDP
* MIL-DTL-6645J
* MIL-STD-849C
* Manufacturing Specifications: RA-1 Parachute System (Attachment 004)
* Specification_Conversion_Table_and_Deviation_Package_3-25-2016(Attachment 003)
* "or other requirements specified herein"
Answer #7 - The TDP takes precedence. The other documents are complementary.
Question #8 - A proposal due date extension of three weeks is requested.
Answer #8 - The Government has considered this request, however will not be extending the due date of proposals.
Proposals remain due at 12:00PM EST on 13 May 2016.
The following have been modified:
SUPPLEMENTAL INFORMATION
A.1 The U.S. Army Contracting Command - Aberdeen Proving Ground (ACC-APG), Natick Contracting Division (NCD) has a requirement for the RA-1 Advanced Ram Air Parachute System and Spare Parts in support of PdM-SCIE, other Army customers, and the Air Force and Navy.
A.2 The Government anticipates awarding one (1) or more firm fixed price indefinite-delivery, indefinite-quantity (IDIQ) contract(s) with five, one-year ordering periods to one or more Offerors as a result of this RFP, however the Government reserves the right to make no awards. The total combined value of all resultant contracts is $99 Million.
A.3 This acquisition is being solicited on a Full and Open competitive basis using a Qualified Products List (QPL), in accordance with FAR subpart 9.2. Only Offerors who have been qualified per MIL-DTL-6645 for these items at the time of contract award are eligible for a contract. The North American Industry Classification System (NAICS) code is 314999 and the size standard is 500 employees. The Government anticipates awarding a contract(s) by 30 June 2016.
A.4 The Government is conducting an on-ramping strategy to allow interested parties who become qualified to produce the RA-1 per MIL-DTL-6645 within twelve (12) months after award of any contract(s) resulting from this solicitation to on-ramp. The intent of this strategy is to allow interested parties additional time to be added to the QPL for the RA-1 program and then awarding those newly qualified firms RA-1 IDIQ multiple-award contracts through on-ramping, thus increasing delivery order competition. See Section H.5 for additional information.
A.5 Contractors are required to sign a Non-Disclosure Agreement (NDA) before receiving a copy of the technical data package and associated drawings and patterns. See Section C for additional information. Interested Offerors shall request the required NDA form via email from Mr. Jason Papadopoulos at jason.g.papadopoulos.civ@mail.mil. Please ensure the subject heading of the e-mail states, ”W911QY-16-R-0020 NDA Request” for proper processing. Note, Offerors must be in possession of a valid (non-expired) NDA to receive the TDP.
A.6 In accordance with Section M, award will be made on a Lowest Price Technically Acceptable (LPTA) basis.
Please see Section M for definition of technical acceptability.
A.7 This solicitation and any resultant contract(s) are subject to the availability of funds. Proposals shall be valid for at least ninety (90) days. Please annotate the last day the proposal will be valid on Page 1 of the RFP, SF 33 Block 12. Firms will not be reimbursed for any costs associated with their proposal preparation.
A.8 Proposals shall be received by NCD no later than 12:00 PM EST on 13 May 2016. Only email submissions are authorized.
QUESTIONS AND ANSWERS #1
20 April 2016
RA-1 RFP Questions and Answers, #1
Question 1 - If a Vendor is currently not on the QPL and does not anticipate being QPL approved before May 13, 2016 or June 30, 2016 (anticipated award date), can you confirm they are not eligible to bid on W911QY-16-R-0020 at this time?
Answer 1 - Per Section A.3, "only Offerors who have been qualified per MIL-DTL-6645 for these items at the time of contract award are eligible for a contract." If a Vendor is not qualified on the QPL at the time of award, they would not be eligible to receive an award.
Question 2 - It is our understanding that up to 12 months after this award, a new IDIQ contract for on-ramping maybe be available and we may bid at that time, should we be QPL qualified?
Answer 2 - Per Section A.4 and H.5, within 12 months after any initial award made resulting from this solicitation, there will be additional solicitation(s) issued for Vendors to provide proposals who were not on the QPL at the time of the initial award, as part of the Government's on-ramping strategy. The same requirement will still apply to all additional solicitation(s) of being on the designated QPL at the time of that award.
Question 3 - Would the Government accept a bid for just the spares or must we quote the entire assembly to be considered for award?
Answer 3 - The Government will only accept proposals for all the CLINs.
