About this file

This is a Justification and Authorization (J&A) document for a sole-source procurement notice. The U.S. Army Contracting Command at Aberdeen Proving Ground intends to award a five-year Indefinite-Delivery, Indefinite-Quantity (IDIQ) contract to FISICA Applied Technologies, Inc., located at 2700 Merced Street, San Leandro, California 94577, for Original Equipment Manufacturer (OEM) replacement parts, equipment maintenance, repair, refurbishment, calibration, upgrades, modifications, installation, certification, and engineering services supporting Government-owned FISICA Flash X-ray Systems and Computed Radiography Systems. The solicitation number is W911QX26RA031, and responses are due by August 12, 2026, submitted via email to nyshaun.s.greene.civ@army.mil. The sole-source justification is based on FISICA's exclusive ownership of proprietary technical data, engineering specifications, and intellectual property necessary to support the Government's installed systems; alternative sources would require reverse engineering or equipment replacement, resulting in substantial cost duplication and unacceptable mission delays.

The requirement encompasses a comprehensive range of supplies including Flash X-ray tubes (150 kV, 300 kV, 450 kV, and 1 MV), remote tubeheads, high-voltage modules and power supplies, Computed Radiography image plates and cassettes, CR image readers, and associated OEM replacement parts. Services include preventive and corrective maintenance, equipment troubleshooting and repair, pulser rebuilding, high-voltage module repair, factory repair of CR equipment, calibration and certification, equipment refurbishment, installation services, OEM engineering support, and equipment modifications including power supply and trigger system upgrades. The contract will utilize Firm-Fixed-Price (FFP) delivery and task orders. Although designated as a sole-source procurement, the notice invites any responsible source to submit a capability statement, proposal, or quotation demonstrating capability to meet requirements; responses will be evaluated solely to determine the practicability of competition. The classification is NAICS Code 334517, and performance will take place at Aberdeen Proving Ground, Maryland.

8. Description:

The United States Government intends to solicit and negotiate with only one responsible source under the authority of 10 U.S.C. § 3204(a)(1), as implemented by FAR 6.103-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.

The Government intends to award a sole-source Indefinite-Delivery, Indefinite-Quantity (IDIQ) contract to FISICA Applied Technologies, Inc., 2700 Merced Street, San Leandro, CA 94577, for the continued supply of Original Equipment Manufacturer (OEM) replacement parts, equipment, maintenance, repair, refurbishment, calibration, upgrades, modifications, installation, certification, and related engineering services supporting Government-owned FISICA Flash X-ray Systems and Computed Radiography Systems.

FISICA Applied Technologies is the only responsible source capable of satisfying the Government's requirements because it is the OEM and owner of the proprietary technical data, engineering specifications, and intellectual property necessary to manufacture, repair, modify, certify, and support the Government's installed FISICA systems. The use of any other source would require reverse engineering or replacement of existing Government-owned equipment, result in substantial duplication of cost, and cause unacceptable delays in fulfilling the agency's mission requirements.

The proposed contract will be a five-year Indefinite-Delivery, Indefinite-Quantity (IDIQ) contract under which Firm-Fixed-Price (FFP) delivery orders and, if applicable, task orders may be issued.

This notice is not a request for competitive proposals. However, any responsible source that believes it can satisfy the Government's requirements may submit a capability statement, proposal, or quotation demonstrating its ability to meet the requirement. Responses received by the closing date of this notice will be considered by the Government solely for the purpose of determining whether competition is practicable. A determination not to compete this proposed requirement is solely within the discretion of the Government.

The required supplies and services are necessary to maintain the operational readiness, reliability, and performance of the Government's existing installed FISICA equipment.
