About this file
This document is a Salient Characteristics template for a solicitation to procure automated tissue dissociator systems for the U.S. Army Combat Capabilities Development Command (DEVCOM) Army Research Laboratory (ARL). The required systems must meet specific technical specifications, including: processing at least eight samples independently, capable of heating and cooling samples between 4-37 degrees Celsius, producing single cell and nuclei suspensions from various tissue and animal types, fitting within a standard biosafety cabinet, and utilizing single-use consumables. The contractor must provide separately priced warranty/service plan options for one and three additional years beyond the initial one-year warranty.
Delivery is required within eight weeks after contract award to Aberdeen Proving Ground North, with the document dated and signed by the Contracting Officer on 1/8/2026. The solicitation allows flexibility in the number of devices/systems used, as long as the minimum specifications are achieved. The template includes a Commercial Availability Certification section, indicating that the specified characteristics are available in the commercial marketplace, and emphasizes that any quantity of devices meeting the requirements may be considered acceptable by the government.

1. System/s configuration must be capable of processing at least eight (8) samples at a time with each sample capable of being processed independently from the other samples.
2. System/s configuration must be able to independently heat (up to 37 degrees Celsius) and cool (down to four (4) degrees Celsius) each sample being processed.
3. System/s configuration must be capable of producing single cell suspension and nuclei suspensions from a variety of tissue types (e.g. heart, brain, lung, muscle, stomach, intestine, spleen liver, eye) from a variety of animals (e.g. mouse, rat, sheep, goat, pig, dog).
4. Cumulative system/s configuration footprint must be capable of fitting into a standard biosafety cabinet with dimensions of 68 inches (”) in length by 20” in depth by 28” in height.
5. System/s configuration must utilize single use consumables to perform tissue dissociation.
6. The Contractor shall provide an additional warranty or service plan for the system that includes all labor, components, consumables, and manufacturer-recommended preventive maintenance. The additional warranty or service plan shall commence upon expiration of the baseline one-year warranty and only after the system has been installed, accepted, and demonstrated to be fully operational.
The Contractor shall provide separately priced options for:
- One (1) additional year, and
- Three (3) additional years, and shall identify any price discounts associated with the multi-year option.
The aforementioned minimum specifications shall be met utilizing one (1) or more automated tissue dissociator systems/devices. As long as the minimum specifications are achieved, any quantity of devices/systems may be considered acceptable by the Government.
