C.4 Authorization, Acceptance, Correction of Work

C.4.1 Prior to performance of any repair work, the Contractor shall provide to the COR for approval an estimated cost to complete repair. Cost estimates shall include estimated hours by category of labor, repair parts and any other anticipated costs including an up to date published price list for all the parts required as well as a published price list of labor required.

C.4.2 The cost estimate shall be provided to the COR within 24 hours (weekends and Federal holidays excluded), from notification by the COR that repair work is required. Actual repair work shall begin once the parts are received from the supplier and work is to be completed within five (5) days. The COR will have authority to approve all orders below the $10,000.00 micro-purchase threshold subject to the limitation of funding available on each respective CLIN. Orders above the micro-purchase threshold require approval from the KO and any quote shall be accompanied by the contractor published price to include loaded labor rates, materials, and equipment for completion of the effort

C.4.3 Upon COR approval of the estimated repair cost, the Contractor shall accomplish repairs within five (5) days (weekends and Federal holidays excluded) when it is necessary to order parts. If repairs cannot be accomplished within this period of time, Contractor shall supply rental units at fair market rates or otherwise identify and present a solution to mitigate the Government’s downtime while equipment is under repair.

C.4.4 Upon COR approval of the estimated repair cost, the Contractor shall accomplish repairs within two (2) days (weekend and Federal holidays excluded), when it is not necessary to order parts.

C.4.5 If contact, at any time, cannot be made by COR within 30 minutes using office or cellular phones after initial attempt and a message is left, the Contractor shall contact the COR by return call within two (2)-hours or by close of business (COB).

C.4.6 Should the Contractor’s personnel be unable to determine the cause of equipment failure within 48 hours (weekends and Federal holidays excluded), and cannot make equipment operational, the Contractor shall be required to obtain additional technician support, either in the form of “specialists,” Contractor personnel, or authorized manufacturer personnel for resolution of the problem. Equipment shall be made operable to the original equipment manufacturer (OEM) manual.

Rework or corrective work shall be performed at the expense of the Contractor.

C.4.8 Downtime for each item failure shall be measured by those intervals between the time the Government makes an attempt to contact the Contractor’s representative at the prearranged contact point and the time that the item is returned to good operating condition. Travel time shall be included in the calculation of downtime.

C.5 Scheduled Preventive Maintenance (PM)

C.5.1 The Contractor shall perform all PM services on-site to minimize equipment downtime. PM is the routine checking of hardware that is performed by a field engineer/mechanic/technician/electrician on a specific scheduled basis as proposed by the Contractor and agreed to by the Government.
