I have evaluated the commercial marketplace and determined that all the salient characteristics documented below are available in products/services offered in the commercial marketplace.

Signature (typed name): Michael B. Tegtmeyer Contracting Officer’s Representative (COR)

The Contractor shall provide Commercial Rapid, Low Volume Manufactured Hardware Prototype(s) that include the following specifications in the manufacturing process:

1. Restrictions: Due to the nature of the Army research mission, this requirement is only open to United States (US) based suppliers capable of manufacturing quoted items entirely within the US. This restriction is not applicable to for the manufacturing or supply of the underlying raw material (for example, steel billet and plastic resin). To be eligible for an award, suppliers must be registered with the US State Department and compliant with International Traffic in Arms Regulations (ITAR), and capable of producing documentation, to include a non-expired registration letter upon demand throughout the period-of-performance. Proof of valid ITAR registration shall be provided with the proposal.
