About this file

This document is a set of Questions and Answers related to a Request for Quotation (RFQ) for an Indefinite Delivery, Indefinite Quantity (IDIQ) contract to provide commercial, rapid, low-volume manufactured hardware prototypes for the Army Research Laboratory.

The RFQ, solicitation number W911QX-24-R-0008, seeks vendors capable of providing an automated quoting system to facilitate the government's ability to iterate on prototype designs and quickly receive manufacturing cost quotes. There are no specific preferences or prioritizations for manufacturing processes, as the processes will depend on the nature of the Army's current research programs. The government will provide the necessary CAD, drawings, and materials, and expects a 7-day lead time, with flexibility for longer lead times as needed. There is no predetermined limit on the number of vendors that may be awarded under this IDIQ contract. Past performance with other military branches will be considered. The government is open to adding new manufacturing processes to the contract over the life of the 5-year IDIQ, as technologies advance.

Request for Quotation (RFQ) Questions posed by vendors & Answers.

W911QX-24-R-0008

Q 1. Pricing Structure:

The RFQ mentions the requirement for an automated quoting system, which is typically a free service provided by prototyping firms to facilitate customer inquiries. This has led to some confusion on our end regarding what the RFQ is asking us to price: Are we pricing quotes? What is the estimated quantity of quotes required by the Army research lab per month? We would like to know what we should include in our price quote.

Answer:

The solicitation W911QX-24-R-0008 is intended to establish a base indefinite delivery, indefinite quantity (IDIQ) contract with vendors capable of meeting the listed manufacturing capability to include automated quoting system. After base contract award, individual task orders will be issued for manufacturing of prototypes. The Government will provide computer aided designs (CAD), drawings, and materials as needed for awardees to accurately quote the manufacturing costs. The mechanism for the Government to submit these prototype specifications and quantity and receive design for manufacturing feedback, lead times, and cost quotes from the awardee is expected to be electronic and near real time. The intent is for Government engineers and scientists to be able to iterate on the design based on the automatic feedback provided by vendors to quickly and easily balance an acceptable prototype design for the manufacturing cost.

The quantity of quotes per month is entirely dependent on the Army Research Laboratory programs.

Q 2. Manufacturing Preferences and Projections:

Given the diverse manufacturing processes discussed, does the Army Research Lab have specific projections or preferences for prioritizing certain manufacturing methods in the first year of the contract? CNC milling, additive manufacturing, 3D printing, etc.?

Answer:

There are no preferences or prioritizations in the listed manufacturing processes. The manufacturing process used for an individual task order entirely depends on the nature of the current Army Research Laboratory programs.

Q 3. Component Size Requirements:

Can we get an idea of the maximum size of parts maybe that may be required?

Answer:

The Army Research Laboratory develops prototypes of varying sizes from microelectronics to large structural components for vehicles.

Q 4. Lead Time Flexibility:

Regarding the expected 7-day lead time for each manufacturing process, is there flexibility in this timeline to accommodate materials or processes that inherently require longer lead times?

Answer:

Yes.

Q 5. IDIQ:

How many Vendors will the Army Research Lab intend to award from this RFQ?

Answer:

No limit has been determined at this time.

Q 6. Past Performance:

Will subcontracting successfully for other branches of the military in part design/manufacturing be considered as past performance?

Answer:

Yes

Q 7. Other Manufacturing Processes:

Can other processes be added to this contract over the next five years as technologies advance (proven processes)?

Answer:

Yes. The manufacturing processes listed are intended to be commonly used processes needed for the manufacturing of Army Research Laboratory prototypes. However, this contract mechanism intends to take advantage of the full capability offered by awardees.
