About this file
This document is a Commercial Availability Certification for a federal contract opportunity. The government is seeking 12 45-degree Dichroic Mirrors and 12 45-degree Turning Mirrors for use in kilowatt-class lasers. The Dichroic Mirrors must handle at least 2 kW of average power, have an anti-reflection coating on one side and a high-reflectivity coating on the other to reflect a specific wavelength. The Turning Mirrors must have a commercial polish on one side and a high-reflectivity coating on the other to reflect wavelengths between 1030-1064 nm with over 99.95% efficiency. The mirrors must meet specific tolerances for dimensions, surface properties, and reflectivity. Delivery is required within 12 weeks of contract award to the Army Research Laboratory in Adelphi, MD. The solicitation number is W911QX-24-Q-0237, and the procuring agency is the Department of the Army Materiel Command Army Contracting Command Aberdeen Proving Ground.

Salient Characteristics
Commercial Availability Certification:
I have evaluated the commercial marketplace and determined that all of the salient characteristics documented below are available in products/services offered in the commercial marketplace.
Signature (typed name):
Technical Point of Contact (TPOC) or Contracting Officer’s Representative (COR)
The Contractor shall provide The Advanced Laser Source Development Team at the Army Research Laboratory (ARL) with quantity 12 (Twelve) 45-degree Dichroic Mirrors for use in kilowatt (kW)-class laser and quantity 12 (Twelve) 45-degree Turning Mirrors for use in kW-class laser with the following specifications:
1. Twelve 45-degree Dichroic Mirrors for use in kW-class laser:
o The dichroic mirror must handle at least 2 (two) kW of average power.
o The mirror shall have an anti-reflection coating on one surface to minimize light loss, and a high-reflectivity coating on the other surface to reflect the laser at a specific wavelength.
o This mirror shall adhere to tight tolerances for dimensions and surface properties, ensuring minimal imperfections and high accuracy.
The Following are the minimum requirements requested by the Government:
o Material: Fused silica o Type: Plane mirror, separator o Diameter: 50.0 millimeters (mm) (tolerance: greater than -0.1 mm to less than or equal to 0) o Thickness: 9.5 mm (tolerance: greater than -0.1 mm to less than +0.1
mm) o Angular Deviation: Less than 5 (five) minutes of arc
Surface 1 (S1) Specifications:
o Surface Quality: Scratch/Dig: 3/1 (0.2) o Flatness: Wavelength of Light (L)/10 regularity (within 1/10 of the wavelength of light) o Surface Roughness: 5/4 x 0.063; L3 x 0.004 o Anti-Reflection Coating:
Angle of Incidence: 45 degrees (°) Wavelength Range: 1120-1150 nanometer (nm) Reflectance: < 0.6%
Surface 2 (S2) Specifications:
o Surface Quality: Scratch/Dig: 3/1 (0.2) o Flatness: L/10 regularity (within 1/10 of the wavelength of light) o Surface Roughness: 5/4 x 0.063; L3 x 0.004
Template last updated 01/8/2019 o High Reflectivity Coating:
Angle of Incidence: 45° Wavelength: 1070 nm Reflectance: > 99.5% o Reflectance (Ru):
Angle of Incidence: 45° Wavelength: 1120 nm Reflectance: < 5%
2. Twelve 45-degree Turning Mirrors for use in kW-class laser:
o Mirror shall be plane, with a commercial polish on one side and a high-reflectivity coating on the other.
o Mirror shall be capable of reflecting the laser at wavelengths between 1030 and 1064 nm with an efficiency greater than 99.95%.
o The Following are the Government’s Minimum requirements:
Material: Fused silica o Type: Plane mirror o Diameter (Ø): 50.0 mm (tolerance: greater than -0.1 mm to less than or equal to 0) o Thickness (t): 9.5 mm (tolerance: greater than -0.1 mm to less than
+0.1mm) o Angular Deviation: Less than 5 (five) minutes of arc
Surface 1 (S1):
Finish: Commercial polish (a standard level of polishing for general optical applications)
Surface 2 (S2):
Effective Diameter: 40 mm Scratch/Dig: 3/0.2 (0.2) Flatness: [L/10] Surface Roughness: 5/4 x 0.063; L3 x 0.004
