About this file

This document is a set of Questions and Answers related to a federal contract opportunity issued by the U.S. Army Research Laboratory (ARL) for a nanosecond pulsed plasma ignition system, a high voltage DC power supply, and a pulse generator.

The key details are that ARL's requirements are for a system capable of a 100 kilohertz burst, with a maximum average power of 1 kilowatt. Offerors are instructed to follow the specifications outlined in the Salient Characteristics document when submitting proposals, rather than proposing more capable systems identified during market research. The solicitation number is W911QX-24-Q-0114, with an anticipated delivery timeline of 20-24 weeks after award. Offers are due within 5 business days of the posting, to be submitted via email.

Q’s and A’s for W911QX-24-Q-0114

Question: The Salient Characteristics describes a system capable of a 100 kilohertz (kHz) burst. When responding to the Request for Quotation (RFQ) is it ok if the specifications are different (more capable) than described in the Salient Characteristics, or should the specifications be followed exactly how they currently are?

Answer: The Salient Characteristics document correctly describes the Army Research Laboratory’s (ARL’s) requirements of a system that can provide a peak of 100 kHz burst and a maximum average power of 1 kilowatt (kW). During market research, different market research quotes were requested with different specifications to get an idea of what would best suit ARL’s needs. As part of that process, a 300 kHz system was investigated, but determined that it was not necessary for ARL’s needs.

It is best to follow the specifications in the Salient Characteristics when submitting a proposal.
