About this file

This document is a Solicitation for commercial items to acquire a nanosecond pulsed plasma ignition system, including a pulse generator and high voltage power supply. The solicitation is issued by the U.S. Army Research Laboratory and has a solicitation number of W911QX-24-Q-0114.

The key requirements include a peak pulse voltage of 16 kV, variable pulse frequency up to 100 kHz, continuous average power of 1 kW, and full-width half max pulse duration less than 15 ns. The contractor shall provide three days of on-site support for optimizing the plasma pulse parameters. Delivery is required 20-24 weeks after contract award to the U.S. Army Research Laboratory in Aberdeen Proving Ground, MD. The solicitation indicates the Government intends to award a sole source contract to Transient Plasma Systems, Inc. However, the Government will consider all proposals received before the closing date. Offers are due within five business days after posting by 11:59 AM EST, via email.

Salient Characteristics

Commercial Availability Certification:

I have evaluated the commercial marketplace and determined that all the salient characteristics documented below are available in products/services offered in the commercial marketplace.

Signature (typed name):

Technical Point of Contact (TPOC) or Contracting Officer’s Representative (COR)

The Contractor shall provide the government with the following required characteristics:

The nanosecond pulsed plasma ignition system shall be comprised of three (3) components: an alternating current (AC) to direct current (DC) power supply, a nanosecond pulse generator, and three (3) igniter tips. The overall system minimum requirements are as follows:

1. Peak pulse voltage of 16 kilovolts (kV)

2. Variable pulse frequency up to 100 kilohertz (kHz)

3. Continuous average power of 1 kilowatt (kW)

4. Full-width half max pulse duration less than 15 nanoseconds (ns)

An AC to DC power supply shall be provided to supply the required positive DC voltage to operate the pulse generator according to the following requirement:

1. Continuous average power of 1 kW

The pulse generator shall meet the following minimum requirements:

1. Peak pulse voltage of 16 kV

2. Variable pulse frequency up to 100 kHz

3. Continuous average power of 1 kW

4. Full-width half max pulse duration less than 15 ns

The contractor shall provide three (3) days of onsite support for optimizing the plasma pulse parameters for engine operation.

The three (3) igniter tips shall be provided that are impedance matched to the rest of the ignition system. The government shall provide igniter tip design requirements two (2) weeks after contract award.

The Contractor shall deliver the product 20-24 weeks after contract award to U.S. Army Research Laboratory 6340 Rodman Rd, B4603, Aberdeen Proving Ground, MD 21005.
