About this file
This solicitation requests proposals for one each of an Angle-Resolved Photoemission Spectroscopy tool, a Scanning Tunneling Microscopy Cluster tool, and a Hand-Off Chamber interconnected by an ultra-high vacuum transfer mechanism. Offerors must meet minimum specifications including an energy resolution of less than 1.8 milli-electron-volts for the ARPES tool. Proposals are due within 15 days of contract award and the contract will be set aside for small businesses. The Department of the Army Materiel Command Army Contracting Command at Aberdeen Proving Ground will evaluate proposals based on technical approach, past performance, and price to select the most advantageous offer for award. The period of performance requires delivery within 12 months of contract award to Adelphi, Maryland.

Salient Characteristics 0001 Commercial Availability Certification: I have evaluated the commercial marketplace and determined that all of the salient characteristics documented below are available in products/services offered in the commercial marketplace.
The Government requires one (1) each Angle-Resolved Photoemission Spectroscopy (ARPES) Tool, one (1) each Scanning Tunneling Microscopy (STM) Cluster Tool and one (1) each Hand-Off Chamber that are all interconnected by ultra-high-vacuum transfer mechanism and meet the following minimum specifications:
CLIN 0001 - Angle-Resolved Photoemission Spectroscopy (ARPES) Tool:
· Allow energy-momentum band mapping without sample rotation, tilt or motion during collection; with energy resolution of less than 1.8 milli-electron-volts (meV) and all control electronics, pumps to achieve <5 x 10-10 Torr and all software necessary for operation.
· Capable of x-ray photoelectron spectroscopy (XPS) using a monochromatic aluminum K-alpha radiation x-ray source.
· An electron flood gun to control sample charging during measurement to be included and located in a suitable location. Location such that electrostatic charging can be mitigated in real-time during measurement.
· The temperature of the ARPES sample stage shall be cooled by a cryogen-free closed-cycle helium (He) compressor-based refrigerator that can achieve a temperature of < Eight (8) Kelvin degrees and maintain that with a stability range of < 0.5 Kelvin degrees.
· Includes a Helium I and II ultra-violet (UV) differentially pumped light source and monochrometer, all control electronics, pumps and software necessary for operation. The source shall produce photon energy/linewidths of 21.2 electron-volts (eV) / < 1.2 x 10-3 eV and 41.8 eV / < 2 x 10-3 eV. Differential pumping to maintain vacuum of < 10-9 Torr during operation
· The sample manipulator of the ARPES tool shall allow computer control of at least five (5) degrees of freedom for sample manipulation and positioning.
· Allow a capability for resolving one (1) out-of-plane spin component, as well as at least one (1), preferably two (2), in-plane spin components.
CLIN 0002 - Scanning Tunneling Microscopy (STM) Cluster Tool:
· Capable of atomic-scale scanning tunneling microscopy (STM), atomic force microscopy (AFM) and scanning tunneling spectroscopy (STS) operational modes with cooling to < 125 Kelvin and base pressure of < 5 x 10-10 Torr with all control electronics, pumps and software necessary for operation.
· A low-energy-electron diffraction (LEED) for characterizing surface structure shall be included and located either in the hand-off/preparation chamber or the STM too with all control electronics, pumps and software necessary for operation.
CLIN 0003 - Hand-Off Chamber:
· Provides a wobblestick mechanism to exchange samples between a standard three (3) inch Varian/VEECO style molybdenum sample holder and a one (1) square centimeter flag-style holder.
· Provides Ultra-high Vacuum (UHV) connections, and gate valves isolating the connections, and mechanisms to move samples between the ARPES tool and the STM tool, and a Varian/VEECO style transfer tube that connects to a molecular beam epitaxy tool. A new section of that transfer tube is to be provided that connects to two (2) Varian/VEECO-style MBE systems and allows for an entry point to the hand-off chamber.
· Host an atomic hydrogen source to prepare oxide-free surfaces on samples, and shall include an ion source for sputter-cleaning surfaces, an electron beam source for simple evaporations, a low-energy-electron diffraction (LEED) for characterizing surface structure and all control electronics, pumps and software necessary for operation.
· Pumping techniques to achieve a base pressure of < 5 x 10-10 Torr, and a separate differential pumping capability for higher-pressure, dynamically pumped gas flows during sample cleaning.
· A separate vacuum suitcase, and port located at a suitable location on the cluster tool must be included for transfer of samples in and out of the cluster tool.
CLIN 0004: To include Shipping FOB Destination Signature (typed name): __[REDACTED]__ Technical Point of Contact (TPOC) or Contracting Officer’s Representative (COR)
