C.4 Authorization/Acceptance/Correction of Work
C.4.1 Prior to performance of any repair work, the Contractor shall provide to the COR for approval an estimated cost to complete repair. Cost estimates shall include estimated hours by category of labor, repair parts and any other anticipated costs including an up to date published price list for all the parts required as well as a published price list of labor required.
C.4.2 The cost estimate shall be provided to the COR within 24 hours (weekends and Federal holidays excluded), from notification by the COR that repair work is required. Actual repair work shall begin once the parts are received from the supplier and work is to be completed within five (5) days. The COR will approve all orders below the $3,000 micro-purchase threshold. The COR will approve any orders over the micro-purchase threshold when the Contractor provides a published price list for parts and labor at the time of repair and funding is available for all costs as well as receiving a Contracting Officer (KO) approval for the record.
C.4.3 Upon COR approval of the estimated repair cost, the Contractor shall accomplish repairs within five (5) days (weekends and Federal holidays excluded) when it is necessary to order parts. If repairs cannot be accomplished within this period of time, Contractor shall supply rental units at fair market rates.
C.4.4 Upon COR approval of the estimated repair cost, the Contractor shall accomplish repairs within two (2) days (weekend and Federal holidays excluded), when it is not necessary to order parts.
C.4.5 If contact cannot be made by COR within 30 minutes using office or cellular phones after initial attempt and a message is left, the Contractor shall contact the COR by return call within two (2)-hours or by close of business.
C.4.6 Should the Contractor’s personnel be unable to determine the cause of equipment failure within 48 hours (weekends and Federal holidays excluded), and cannot make equipment operational, the Contractor shall be required to obtain additional assistance, either in the form of “specialists” Contractor personnel or authorized manufacturer personnel for resolution of the problem. Equipment should be made operable to the original equipment manufacturer manual.

Rework or corrective work shall be performed at the expense of the Contractor.
C.4.8 Downtime for each item failure shall be measured by those intervals between the time the Government makes an attempt to contact the Contractor’s representative at the prearranged contact point and the time that the item is returned to good operating condition. Travel time shall be included in the calculation of downtime.
C.5 Scheduled Preventive Maintenance (PM)
C.5.1 The Contractor shall perform all PM services on-site to minimize equipment downtime. Preventive Maintenance is the routine checking of hardware that is performed by a field engineer/mechanic/technician/electrician on a specific scheduled basis as proposed by the Contractor. PMs include but are not limited to visual and operational inspections, lubrication of axles and fittings, repairs, changes (fuel filters, air filters, oil filters), checking of hydraulic lines, adjustments and replacements that are necessary to maintain operational equipment. The Contractor shall be responsible for the correct mixture of anti-freeze to prevent freezing during cold weather. All PMs to include those items that have been received under warranty must be performed in accordance with the original equipment manufacturers specifications and appropriate manufacturers manuals. The costs of the following items shall be included in the cost for preventive maintenance: oil, grease/lubricants, fluids, anti-freeze, oil filters, air filters, fuel filters and fittings. The cost of repair parts will be reimbursed on a monthly basis in accordance with the parts CLINs.

Repair service calls include but are not limited to repairs on an as required basis to replace or overhaul unserviceable components, assemblies, sub-assemblies, and electrical components to keep the equipment fully operational. Repairs shall have a maximum forty-eight (48) hour turnaround time after notification by the CO excluding federal holidays and weekends. If parts/supplies are not readily available to meet the forty-eight (48) hour repair criteria, the contractor shall be required to provide to the COR the estimated delivery date of the parts/supplies or tires along with a completion schedule of the repair work.
C.7. Parts and Materials
C.7.1 Parts and Materials used by the contractor in performance of this contract shall be new and conform to the original equipment manufacturer’s or re-manufacturer’s specifications unless approved by the COR. Rebuilt assemblies may only be used with prior approval of the COR when it is a standard industry practice and the rebuilt assembly or subassembly carries the same manufacturer’s or re-manufacturer’s warranty as a new assembly or subassembly. Any part removed is Government property and shall be returned upon request of the COR unless the replacement part is predicated upon an exchange basis with the part being replaced or unless given to the Contractor to dispose of said part. The Contractor shall provide all repair parts and supplies necessary for preventive maintenance and repair of requirement and will be reimbursed by the Government for actual cost on a monthly basis.
C.7.2 Parts or components damaged by the Contractor shall be repaired or replaced at the expense of the Contractor to the satisfaction of the COR.
C.8 Major Component Repairs

These inspections include effort such as: a thorough inspection of the equipment such as engine, transmission, other major components, controls, mast, cables, chains, hoses, electrical, air, and boom hydraulic systems to determined disposition of the equipment. The Contractor shall include an estimated cost for labor and materials required to return the equipment to an operating condition. The Contractor shall complete this cost estimate within forty-eight (48) hours after the service call date.
C.10 Cost and Funding limitations
C.10.1 An amount of funding set aside for the payment of parts or services that is not to exceed the ceiling price (total amount) shown in the contract. A Not to Exceed (NTE) value may be adjusted upward or downward depending on the number of repair parts purchased. The Contractor is to not exceed this price unless notified by the Contracting Officer through a modification to the contract that the ceiling price has been increased and has specified in the notice a revised ceiling price for performance under this contract/CLIN. The Government shall not be obligated to pay the contractor any amount in excess of the price in the Schedule, and the contractor shall not be obligated to continue performance if to do so would exceed the ceiling price set forth in the contract unless and until the Contracting Officer has notified the Contractor in writing that the ceiling price has been increased and shall have specified in the notice a revised ceiling that shall constitute the ceiling price for performance under this contract.

The Contractor may notify the technical POC of a requirement for work under these line items, or the Government may initiate a request. The Contractor shall provide the technical POC with a written estimate of the effort, and would certify that all labor and materials are being proposed at most favored customer prices. Line item is for unscheduled repair of items included on (the) equipment list, which may be authorized by the COR. The Government reserves the right to obligate additional funds on these line items during performance as necessary.
C.12 Adjustments to Equipment Inventory requiring PM and repairs
C.12.1 The COR shall have the right to make increases or decreases to the list of equipment as new and/or replacement equipment is received or is deleted from the schedule and the Contractor may submit requests for equitable adjustments to the contract as appropriate. Unless and until the contract is modified to incorporate costs associated with any PM to be performed on the revised list, the Contractor shall only provide PM for the equipment covered by the contract price. New equipment that is added to the list shall be repaired and maintained in accordance with the applicable warranty.
