About this file

This file contains Request for Information (RFI) responses for solicitation W911PT26QA073 addressing contractor questions about the replacement of feed water piping at Building 136, Watervliet Arsenal. The responses clarify critical project specifications and requirements for bidders.

Key clarifications from the RFI responses include: Hot Well piping is schedule 80; all piping and fittings must be American-made per American Iron and Steel (AIS) requirements; no painting is required; all piping must be welded with no new flange sets permitted to reduce field welding; x-ray inspections of ten randomly selected welds will be performed on-site by the project Contracting Officer's Representative (COR) following installation, not at the contractor's shop; existing hangers may be reused; and three threadolets with black iron nipples, ball valves, and plugs must be installed approximately four inches above each of the three hot well line flanges. These responses were incorporated into Statement of Work (SOW) Revision 4, which represents the official project requirements for this firm fixed-price contract valued between $25,000 and $100,000 with a 45-calendar-day period of performance from Notice to Proceed. New York prevailing wage rates apply under General Decision Number NY2.

W911PT26QA073 – REPLACE FEED WATER PIPING: RFIs

1. For the “Hot Well” piping, can you confirm the pipe schedule existing (sch 40 or sch 80). Our drawings do not indicate what the schedule of the piping is. Assumed to be schedule 80.

1. Are there AIS requirements for materials for this project? Yes, all the piping and fittings shall be American made

1. Can you confirm no painting is required? Correct, no painting will be required

1. To maximize efficiency, we would want to avoid field welding as much as possible. With that;

3. For both the feed water and hot well piping, is it acceptable to create new flange sets in certain locations to facilitate off-site fabrication and reduce the number of field welds required? All the piping shall be welded, no new flange sets.

3. For x-ray inspections, do these have to be done on-site following installation or can they be performed at our shop when the pipe is fabricated, assuming the answer to (a) is yes? X-ray inspections will be performed on site. The project COR will pick 10 welds to be inspected.

1. During the walk through, it was agreed that existing hangers would be re-used. Is this the official decision or do we need to include cost for demo/install of hangers? Yes, the hangers may be reused. Updated in the SOW v4.

NOTE:

*** There will also be three (3) ¾” threadolets that will need to be installed approximately 4 inches above the flanges for each of the three hot well lines. Black iron nipple, ball vale and plug installed into each threadolet ***

Added into SOW Rev4 section 3.1.4.f
