About this file
This document is a Solicitation Amendment for a Tree Trimming and Removal Services contract at the Watervliet Arsenal, NY. The amendment (Modification 0002) extends the solicitation response deadline from June 30, 2025, to July 10, 2025, and provides clarifications through responses to Requests for Information (RFIs). Key RFI responses include detailed specifications for tree replacements with specific tree species and caliper sizes, pricing guidance for trees of different sizes, and clarification on tree risk assessment protocols.
The amendment addresses critical details about tree risk assessment, specifying that assessments should follow Basic Level 2 risk assessment protocols with a 360-degree ground inspection, use of standard measurement tools, and a one-year validity period. The document also confirms that the project owner will make final decisions on tree maintenance work, while the certified arborist's role is to assess potential tree failures, advise on consequences, and recommend preventative measures. The solicitation continues to focus on safety, tree health, and managing inherent risks associated with tree maintenance.

RESPONSES TO RFIS
The following Request for Information (RFI) and responses (in red):
The solicitation does not specify the size or species of plants to be installed, which can greatly affect cost.
What size plants will be required?
- Please provide pricing for the following:
o Tree (2” – 2-1/2” Caliper) EA o Tree (2-1/2” – 3” Caliper) EA o Tree (3” – 3-1/2” Caliper) EA
- Below please find a list of trees that can be used as replacements:
o Japanese Maple (2 @ 2” – 2-1/2” Caliper) o Sugar Maple (3 @ 2-1/2” -3” Caliper) o Black Maple (3 @ 2-1/2” – 3” Caliper) o Norway Spruce (1 @ 2-1/2” – 3” Caliper) o White Spruce (1 @ 2-1/2” – 3” Caliper) o Bur Oak (2 @ 3” – 3-1/2” Caliper) o Red Oak (2 @ 3” – 3-1/2” Caliper)
The solicitation includes a requirement for tree risk assessment, and work management recommendations to reduce the risk of the hazardous trees to an acceptable level. What is the acceptable level?
- These assessments are an important part of the program to determine if a tree is structurally sound or has the potential for failure. While evaluating trees for risk, the inspector should note any tree maintenance needs. The inspections can determine the timing and priority of the work required. The work should be arranged first for safety and then for overall tree health. The inspector should consider potential risk, activities around the tree, level of acceptable risk, and the needs of the WVA. This level of risk mitigation requires a process of logical options focusing on protecting the target (people, property or activities that could be injured, damaged or disrupted by tree failure) and preserving the tree, if possible. Every effort should be made to reduce the risk with proper pruning and health care practices.
Section 3.1.1. (c) In tree risk assessment, the project owner is normally responsible for determining the
"acceptable level of risk" and making the final decision on which trees have maintenance work performed on them, and not the tree risk assessor/tree contractor. Please confirm the project owner will be making those decisions.
- The primary responsibilities of the certified arborist are to assess the potential for tree failure, advise the
WVA of the consequences of failure and recommend the proper measures to prevent and abate failures to include any maintenance needs. While assessing and managing the trees, it is important to create a stability between the inherent risk a tree poses and the benefits the tree provides. Since all trees have some form of risk associated with them, these inspections will help WVA evaluate the amount of risk we are willing to assume.
W911PT25Q0063
Section 3.1.1. (i) Please confirm that the tree risk assessor will need to follow the protocols and BMPs for
Basic Level 2 risk assessment for all trees, meaning the level of detail assessed will be the same for each tree.
- Confirmed. Level 2 – Basic Visual: A basic visual assessment is a 360-degree inspection from the ground that is more thorough and typically includes height and diameter measurements. An assessor may use binoculars for crown inspections, a mallet for sounding hollows, a probe for inspecting cavities, and other common tools to conduct the inspection.
In tree risk assessment there must be a duration for the validity of any risk assessments. The industry standard is one-year though we have extended that period to 2-3 years in certain cases. What is the duration or time frame for the assessments?
- The timeframe for tree risk assessments shall be one-year to correspond with industry standards.
