Performance Work Statement for

Platen Controls and User Interface Upgrade

1.0 Background:

The U.S. Army Armament Research, Development and Engineering Center’s Benét Laboratories requires upgrades for one high pressure testing cell. This test cell conducts high pressure fatigue testing on Cannons and Artillery to establish safe service lives for the armaments used in the field and have been in operation since the early 1990's.

2.0 Scope/Objective:

To provide upgrades to the controls and interfaces that can control the existing INSTRON Platen that operates the hydraulic fatigue testing cells #3 in the Tube Fatigue Laboratory.

3.0 Requirements:

3.1 Human Machine Interface (HMI):

3.1.1 The contractor shall provide a HMI capable of displaying the current position of the lower platen, clamping pressures, clamping displacements, and any other hydraulic information necessary for operation.

3.1.2 The contractor shall provide a portable solution in addition to the HMI that allows the operator to enter the test cell with a lanyard or tether to be able to sight interferences or speak to others during movements and assembly.

3.2 Hardware Upgrade:

3.2.1 The contractor shall provide a replacement to the stand alone cabinet that is currently being used for all platen controls. The large cumbersome buttons and controller would be better placed on a wall to remove the cabinet altogether.

3.3 Installation and Training:

3.3.1 The contractor shall provide standard Hardware Integration and Instruction. The contractor shall provide at least four hours of installation, set up and instruction upon receipt of ordered item (s).

4.0 Delivery:

4.1 The contractor shall delivery, set up and complete training by 90 days after contract award date.

4.2 The contractor shall ship equipment, set up, and complete training at the following location:

5.0 Written Deliverables:

5.1 The Contractor shall provide written certification that the installed equipment meets the contracts specifications (DI-MISC-81356A).

5.2 The contractor shall provide a user manual upon delivery of the hardware.

6.0 Performance Metrics:

6.1 The contractor shall conduct full operational range of the lower platen an clamping functions along the entire length of movement.

6.2 The equipment is required to operate the hydraulic controls for test cell #3 for the existing hardware to conduct hydraulic fatigue testing within Benet Labs.

7.0 Security Requirements:

7.1 Access and General Protection/Security Policy and Procedures. Contractor and all associated sub-contractor employees shall provide all information required for background checks to meet installation access requirements to be accomplished by Installation Provost Marshal Office, Director of Emergency Services or Security Office. Contractor workforce must comply with all personal identity verification requirements (FAR clause 52.204-9, Personal Identity Verification of Contractor Personnel) as directed by DOD, HQDA and/or local policy. In addition to the changes otherwise authorized by the changes clause of this contract, should the Force Protection Condition (FPCON) at any individual facility or installation change, the Government may require changes in contractor security matters or processes.

7.2 For Contractors Not Requiring a CAC, but Require Access to a DOD Facility or Installation. Contractor and all associated sub-contractor employees shall comply with adjudication standards and procedures using the National Crime Information Center Interstate Identification Index (NCIC-III) and Terrorist Screening Database (TSDB) (Army Directive 2014-05/AR190-13), applicable installation, facility and area commander installation/facility access and local security policies and procedures (provided by government representative), or, at OCONUS locations, in accordance with status of forces agreements and other theater regulations.

8.0 Warranty Requirements:

8.1. The contractor shall provide Warranty Service for a one year from date of installation.
