QUESTIONS AND ANSWERS

Quotes are due to Melissa.Santoro2.civ@mail.mil by 12:00pm (noon) eastern.

Questions and Answers:

Can the vendor conduct service on the “every other Friday” the Facility is off, or is this not a work day, please clarify as you may have a situation where Friday and a holiday are consecutive during a service week?

- Government Response- Yes pickups can be scheduled on ‘off Friday’s’. There are businesses on-site that are open and the Government will have a representative on-site from 7a-3p.

Is there any Residential Refuse or is this part of a Facilities Contract (or growth potential).

- Government Response- Residents are required to place their refuse in a front load container (for example 019T on appendix D), currently this is a requirement for the residents and W911PT-17-Q-0009 shall be quoted this way.

Is there a map of Residential Recycling, as it says from “1” unit to “16” – which number do we bid on? The site visit identified (3) locations, can we Amend the RFP to ID a number to bid on?

- Government Response – The number of residents at any given time will vary, which is why there is a per pull price to quote.

REF: CLIN 0001AC PAGE 22 of 69: Question, could we get a separate CLIN for the Recycling totes?

- Government Response – There will not be a change in the recycling CLIN. Please provide a per pull and per ton price as stated in the PWS o The recycling subclin is set up as follows:

Recycling

To provide all equipment, labor, dumpsters, and vehicles for the removal of recyclables in accordance with enclosed Performance Work Statement.

Price per pull $ ___________

Price per ton $_______

Recycling Credit per ton$_______

Recycling (Front Load Canisters).

Waste Type: Recyclables, single-stream.

Quantity: Twenty (20) canisters, 6-8 cubic yards (CY) typical.

Capacity: 6-8 cubic yards (CY) each, typical.

Recycling (Residential Totes/Carts).

Waste Type: Recyclables, single-stream.

mailto:Melissa.Santoro2.civ@mail.mil

Quantity: Based on housing occupancy. Minimum of 1, maximum of 16.

Capacity: 65 gallon.

Estimated quantity of pulls during the period of performance (1 year) is: 52 scheduled pickups (1 pull per week).

How does a vendor handle contaminated Recycling Front Load Dumpsters (FEL)?

- Government Response – The government would treat this as an unforeseen issue and

Contractor would receive direction from the Contracting Officer. Historically (over 6 years of records reviewed) we have had zero instances of this occurring.

What is the rationale for the GOV being paid $10 for each recycle ton as a credit?

- Government Response – Market research has determined this as a historical practice, if the contractor does not concur then the contractor can take written exception.

Can we add a CLIN for unscheduled collections?

- Government Response – When a location is missed, WVA must have a way to ensure the contractor corrects the issue, and will NOT be charged for it. The Contracting Officer will request unscheduled collection price and confirm acceptance if needed.

Please Note: Appendix D has (24) MSW FELs on the site map, and the CLIN0001AA lists (20).

- Appendix D revised 06DEC2016 is correct and you should quote to appendix D

(attached a copy). It specifies (25) trash and (20) recycling.

What is the Evaluation Criteria for award?

- Government Response - Please refer to page 45 of 69

52.00-4961 EVALUATION—COMMERCIAL ITEMS (APR 2009)

(ACC-WRN (WVA))

(a) We will award a contract to the offeror that:

1. submits the lowest evaluated bid or offer, and

2. submits a bid or proposal that meets all the material requirements of this solicitation, and

3. meets all the responsibility criteria at FAR 9.104

Please confirm when this contract is to begin service for the Awardee? If other than the incumbent, it takes 4 – 6 weeks to order, stage, and deploy (then number) containers, and the only vendor who could reasonably meet these time lines is the incumbent already deployed? Is it possible to extend the current contract as an option to allot sufficient time to procure containers?

- Government Response -The contract Period of performance is 01 Jan 2017 – since that is a holiday 02 Jan 2017 is acceptable. If there is a lead time on containers and you are unable to order, stage and deploy containers please indicate on the quote.

The following have been modified:

ESTIMATES FOR EVALUATION

APPENDIX E – HISTORICAL WEIGHTS BY MONTH (TONS)

Contractors quote will be applied against historical data in appendix E (Contractors price per ton X tons listed in appendix E) plus the Contractors price per pull amount of pulls, and evaluated to determine the lowest overall price.
