TAWV-ODP-I 16 February 2016 MEMORANDUM FOR CCTA-HDW (Attn: Gerard Mangione)
SUBJECT: Sole-source Justification to purchase Two Spare Steady Rests per Equipment Engineering Specification 6-16-3419.
This office requests a firm fixed price type contract with Boldt Machinery of Erie, PA for the following:
Two Spare Steady Rests per Equipment Engineering Specification 6-16-3419.
End Use: These steady rests shall be used in the production of M776 Spindles, increasing the Watevliet Arsenals capacity and alleviating a single point of failure.
The estimated value of this equipment is $72,000.00
Procurement by other than full and open competition is necessary because there are no other sources for the equipment meeting the requirements of the specification and governments needs. Boldt Machinery is the regional distributor of Mori Seiki machine tools on which the steady rests will be mounted. As a regional distributor, Boldt provides service and support for Mori Seiki machine tools in their region. This procurement will require machine modification and integration.
The purpose of limiting competition is as follows:
1. Boldt Machinery is the regional distributor for Mori Seiki machine tools and the authorized service provider.
BACKGROUND: In FY12 the Watervliet Arsenal purchased two Mori Seiki NT4250SZ machines from Boldt Machinery. As part of the machine purchase Boldt provided the Arsenal with a process and tooling for the production of M776 Spindles. The tooling provided for the M776 Spindle required the use of one turret mounted steady rest. Having a single steady rest created a significant risk to the Arsenal’s production of M776 Spindles as there is a single point of failure.
Purchasing two spare steady rests from Boldt Machinery will allow the Arsenal to produce the M776 Spindle on a second machine and have spare steady rest should either machine’s rest malfunction.
