About this file
This document provides additional information for the Special Notice titled "Army Research Institute for the Behavioral and Social Sciences- Request for White Papers: Establish Validity and Reliability of Systems Thinking Assessment." The Special Notice requests white papers to evaluate offeror expertise in establishing the validity and reliability of a systems thinking assessment measure. The assessment measures five components of systems thinking and was developed based on literature and interviews. A factor analysis has yet to be conducted. The assessment measure will not be provided with the white paper request, but will be shared with offerors invited to submit a full proposal. Data collection for the assessment can be arranged through the Army's existing agreement with FORSCOM installations or through alternative means proposed by offerors. The base period of performance is to be structured to allow evaluation of contractor performance to inform award of the option year.

Establish Validity and Reliability of Systems Thinking Assessment (Addendum 2- Additional Comments)
Additional information on the assessment measure:
The assessment measure will not be made available for white papers. White papers will be evaluated on the Offeror's expertise in establishing the validity and reliability of the assessment measure, as it is described in the SSN. If an Offeror submits a white paper, and the reviewers decide to invite the Offeror to submit a proposal, the assessment measure will be provided to the Offeror in order to help with preparing the proposal.
We conceptualize systems thinking as a strategic thinking competency that is discretely separate from the other strategic thinking competencies. Per Sackett et al. (2016), there are six strategic thinking competencies: active learning, creative thinking, critical thinking, information gathering, systems thinking, and thinking in time.
The five components of systems thinking in the assessment are
- Identifying elements
- Understanding dynamic relationships
- Shifting perspectives
- Identifying holistic patterns
- Responding to change
The assessment measure was based on systems thinking literature and interviews with operational officers and PME instructors. A factor analysis on the measure is yet to be conducted.
Other information:
ARI can arrange data collection using our existing data collection agreement with FORSCOM installations (Umbrella Weeks). We are also interested in alternative ideas to effectively and efficiently collect data from Army leaders through other means.
We recommend that the 8-month base period be structured so that we will have enough information to evaluate the Contractor's performance as part of our decision to award the option year.
