About this file
This document provides additional comments regarding a request for white papers from the Army Research Institute for the Behavioral and Social Sciences. The agency seeks to establish the validity and reliability of a systems thinking assessment measure developed based on literature and input from Army leaders. White papers will be evaluated on the offeror's expertise in validation rather than any proposed assessment itself. If invited to submit a proposal, the assessment measure will then be provided. The agency recommends structuring an eight-month base period of performance to allow evaluation prior to exercising an option year. Data collection assistance is available through an existing agreement, and alternative collection methods are also of interest.

Establish Validity and Reliability of Systems Thinking Assessment (Addendum 1- Additional Comments)
The assessment measure will not be made available for white papers. White papers will be evaluated on the Offeror's expertise in establishing the validity and reliability of the assessment measure, as it is described in the SSN. If an Offeror submits a white paper, and the reviewers have decided decide to invite the Offeror to submit a proposal, then the assessment measure will be provided to the Offeror in order to help with preparing the proposal.
The assessment measure was based on systems thinking literature and interviews with operational officers and PME instructors. A factor analysis has not been on the measure is yet to be conducted.
ARI can arrange data collection using our existing data collection agreement with FORSCOM installations (Umbrella Weeks). We are also interested in alternative ideas to effectively and efficiently collect data from Army leaders through other means.
We recommend that the 8-month base period be structured so that we will have enough information to evaluate the Contractor's performance as part of our decision to award the option year.
We conceptualize systems thinking as a strategic thinking competency that is discretely separate from the other strategic thinking competencies. Per Sackett et al. (2016), there are six strategic thinking competencies: active learning, creative thinking, critical thinking, information gathering, systems thinking, and thinking in time.
