This is a Questions and Answers document for federal contract solicitation W911N2-26-Q-DR03 issued by the U.S. Army at Letterkenny Army Ammunition Plant (LEAD).

The Government is procuring a CNC 5-axis simultaneous gantry mill with a machining envelope of at least 169 inches length by 123 inches width by 50 inches high (excluding tooling and fixtures). The machine must accommodate aluminum, steel, plastics, and wood materials and operate within a facility space of 73 feet long by 27 feet wide with maximum machine height less than 30 feet. Required specifications include an 80 horsepower spindle with at least 750 foot-pounds of torque, an 80-tool magazine with load/unload arm, capability for setup tools up to 22 inches long and fixtures/risers up to 24 inches, and a maximum tool diameter of at least 4.9 inches. The machine requires 460V, 3-phase power and simultaneous 5-axis machining capability on all outside faces of the envelope. The facility will provide compressed air connection, electrical disconnect within 50 feet, dumpsters for debris, and material samples (mild steel, aluminum, stainless steel, non-ferrous materials) for performance testing. All work must be performed between 6:00 AM and 3:30 PM Monday through Thursday and every other Friday 6:00 AM to 2:30 PM, excluding federal holidays and special depot closures. Contractors must provide lead time estimates in their offers, which will be evaluated using comparative analysis. The Government will not provide the overhead crane for installation assistance, geotechnical surveys, pit dimension documents, or tooling. Utilities requirements will be detailed within 90 days after purchase order receipt. This is classified as a turn-key project requiring contractors to provide all necessary components for full machine operation and function.

Top of machine must be less than 30 feet. It is necessary for adequate clearance between top of machine and roof obstruction. This measurement is from floor to bottom of roof support structure.

Q2. What is the capacity of the overhead Crane (10 ton), should contractor assume this item is able to assist with install (Y/N) A2. No

Q3. Does government have proposed staging area for (set up/demo etc), and what is proximity to location of site?

A3. Staging area is at machine site and outside. Per Purchase Description paragraph 2.4, no extended storage will be provided.

Q4. What size is the air header and is there a port available to connect to without shutting down the compressor.

A4. Utilities requirements shall be provided within 90 days after receipt of the purchase order per Purchase Description paragraph 3.3. Amount of compressed air needed will be set up at near column for hard connection or quick disconnect.

Q5. Does govt have documents showing existing pit dimensions (depth etc) was configured?

A5. No

Q6. Does govt have geotechnical survey? If so, can it be provided so we can better determine soil condition?

A6. No

Q7. Overall available space (footprint) allowed for utilization? Drawings of facility layout with dimensions would greatly assist with determination of best suited A7. Dimensions/footprint given in Purchase Description paragraph 4.3.6, “Maximum of 73 Feet Long X 27 Feet

Wide”

Q8. Where can debris be taken to? Will dumpsters be provided? How far away from the worksite will debris need to be hauled.

Q11. Does Government require additional training offered outside of what comes standard with machine? (Maintenance training etc) A11. Purchase Description paragraph 6.3 provides the minimum training requirements for operators and maintenance personnel.

Q12. Does Government have a desired delivery date timeline proposed as these machines could have large lead times.

A12. Per the requirements listed within the combined synopsis/solicitation, the contractor is to supply a lead time in their offer. In accordance with RFO FAR 52.212-2, the evaluation will utilize comparative analysis to provide the best value to the Government.

Q13. Any special restrictions regarding working hours? (i.e., only -0730 – 1500 M-F etc) A13. See paragraph 1.2 of the Purchase Description. “All work shall be performed between the hours of 6:00 AM and 3:30 PM, Monday through Thursday and every other Friday 6:00 AM – 2:30 PM, exclusive of Federal Holidays and special depot closures (typically the Monday before or Thursday after Federal Holidays that fall on a Saturday, Sunday, Tuesday or Thursday). Other hours, weekend, and holiday work will be considered separately as requested by the contractor with adequate advanced notice and approved by the Contracting Officer.”

Q14. Specifications for working envelop would be super helpful, can government provide?

A14. See paragraphs 4.3.1 and 4.3.4 of the Purchase Description. “4.3.4 Machining Envelop: At Least 169 Inches Length X 123 Inches Width X 50 Inches High (Not Including Tooling And Fixturing)”

Q15. Any additional specifics regarding material types that would need to be supported? This would greatly affect requirements like spindle RPM.

A15. Aluminum, steel, plastics, and wood

Q16. Can you add specifications regarding power requirements again, it was mentioned but could not hear details.

A16. Power is referenced in para 4.3.3 of the Purchase Description. “All power requirements shall be 460V 3ph. If any requirement is not, the contractor shall supply all required transformers.”

Q17. Any requirement for secondary containment, and should contractors include barrier or (containment walls) wall installation like machine installed for safety purposes?

A17. Anything required for full and proper operation and function of your machine is responsibility of vendor and is part of this “turn-key” project.

Q18. Tooling? Does government require any tooling to accompany purchase?

A18. No

Q19. Solicitation Call - The requirements throughout the specification are vague and we would like clarification on what the facility is looking for. Some requirements lead us to believe that Letterkenny is trying to purchase a large format, high capacity, High Rail CNC Router, and some requirements point towards a CNC gantry or bridge style mill.

A19. As stated in Purchase Description, the Government is looking to purchase a CNC 5 axis (simultaneous) Gantry Mill.

Q20. Machine Drives: Ball screw and rack and pinion drive systems indicate that you are looking for a CNC Router. Can you please clarify what kind of machine you are looking for?

A20. As stated in Purchase Description, the Government is looking to purchase a CNC 5 axis (simultaneous) Gantry Mill.

Q21. Foundation: What kind of hazardous materials could we be exposed to when we break ground on the existing foundation? Are there drawings of the existing pit which was filled with stone? Do you have/can you provide a layout drawing of the installation space? Including all walkways, utility heights, cargo door sizes, over-head cranes, etc.
