The solicitation W911N226QABB1 is issued as a total small business set-aside for providing all labor, materials, tools, services, and equipment to spray insulation foam on the underside of shipping containers in support of the Force Sustainment program. The estimated performance period is 20 August 2026 through 19 August 2031, with an anticipated award date of 30 June 2026. The contract utilizes an indefinite quantity structure with a minimum quantity of 1 and maximum of 110 units (with an estimated quantity of 76), ordered typically in single-unit increments on an as-needed basis. Work will be performed at Letterkenny Army Depot in Chambersburg, Pennsylvania, with a required lead time of no later than five business days after receipt of order and F.O.B. destination terms. The Product Service Code is J023 (Maint/Repair/Rebuild of Equipment) and the NAICS code is 238310 (Drywall and Insulation Contractors).
Quotes must be received by 14 April 2026 at 12:00 PM Eastern Time via email to the Contract Specialist and Contracting Officer. Evaluation will be based on a comparative analysis using three factors: (1) Technical merit—including proof of manufacturer training/certification, current Safety Data Sheets, detailed specifications, same-day service methodology, waste disposal plans, and relevant experience with three invoices/work orders as proof; (2) Past Performance—assessed using government and commercial contract data from the past three years; and (3) Price. Award may be made to other than the lowest-priced quote if technical merit warrants a price premium, though price becomes increasingly important when technical quotes are equivalent. All quoters must meet entry gate criteria by providing proof of training or certification to apply spray foam insulation on plywood and steel surfaces. The solicitation incorporates numerous FAR and DFARS provisions and clauses, including Buy American requirements, small business advancement, service contract labor standards, and various security and compliance certifications.

52.212-2 Evaluation—Commercial Products and Commercial Services
(a) Evaluation factors. The Government will award a contract resulting from this solicitation to the responsible Offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors will be used to evaluate offers:
Comparative Analysis: Technical, Past Performance and Price
(b) Options (if applicable). The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. The evaluation of options does not obligate the Government to exercise the option(s).
(c) Notice of award. A written notice of award or acceptance of an offer furnished to the successful Offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
(End of provision)
Addendum to 52.212-2 Evaluation—Commercial Products and Commercial Services
(a) The Government will award a contract resulting from this solicitation to the responsible quoter whose quote conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:
Entry Gate Criteria- The quoter must be rated acceptable for the following criteria in order to proceed to full quotation evaluation:
1. The Quoter shall provide proof of training or certification by a spray foam insulation manufacturer of a product that meets the specifications listed in the Performance Work Statement (PWS) to apply spray foam insulation on plywood and steel surfaces.
Evaluation Factors:
This evaluation will utilize comparative analysis to provide the best value to the Government. Award may be made to other than the lowest priced quote if the Government determines that a price premium is warranted due to technical merit.
However, the closer the merits of the technical quote are to one another, the greater will be the importance of price in making the award determination. In the event that two or more technical quotes are determined technically equivalent, award may be made to the lower priced quote provided the price is reasonable. Responses to this solicitation will be evaluated against the following factors:
Factor 1: Technical Factor 2: Past Performance Factor 3: Price
FACTOR 1: Technical.
The quoter shall provide technical information based off of the requirements of the Performance Work Statement (PWS). The information shall provide, at a minimum, the following information:
a. Provide the current Safety Data Sheet (SDS) for the chemicals to be used that meet the requirements in accordance with Section 5.0 of the Performance Work Statement (PWS).
b. Provide a detailed breakdown of the specifications of the proposed spray foam application to evaluate equivalents necessary to meet the material and performance specifications of the services set forth in Section 5.0 of the PWS to apply spray foam insulation on plywood and steel surfaces. Quoters should provide all documentation possible for the Government point of contact (POC) that proves all employees are trained and certified in equipment and materials used in accordance with manufacturers’ recommendations.
c. Submit a structured methodology for the performance of same-day services. The Quoter should provide information on their plan to perform spray insulation foam on shipping containers and meet all requirements in the subject contract. In the event subcontractors are utilized, the contractor must furnish a copy of the subcontractor agreement, which shall verify their commitment to adhere to the same-day service delivery standard and prevent performance outside of the required service dates. The Government will evaluate the Quoter’s plan to respond and establish services within five (5) business days of a work request.
d. Provide a plan for the disposal of waste materials in accordance with manufacturer recommendations and environmental regulations.
e. Provide a brief description of current and past work performed in a similar size and scope to the current requirement in the PWS. The Quoter should identify the contract title, contract number, dollar value, client name and address, location of work, point of contact with telephone number, and an explanation of how each project related to the work requirements of the PWS.
f. Provide relevant and recent experience sufficient to demonstrate a qualified pool of quoter employees. The Quoter should provide three (3) invoices and/or work orders to validate past experience with the application of spray foam insulation to plywood and steel materials.
Mere re-statements of the requirements or statements from the quoter that the quoter is compliant that do not include proof that the quoter can demonstrate the aforementioned items are unacceptable. If the quote is determined unacceptable in any of the technical evaluation factors or subfactors, the quote may not be considered for award.
In addition to the information submitted by quoters, the Contracting Officer may consider other information reasonably related to the evaluation factors, to include the personal knowledge of the competitor's commercial and Government customers and past performance databases. The Government may consider any other value-added benefit quoted in its best value determination.
The Contracting Officer may communicate with a quoter at any time during the evaluation without regard to the Revolutionary FAR Overhaul (RFO) Part 15 rules concerning competitive range determinations and discussions. The Contracting Officer may also identify the quoter most likely to provide best value and hold negotiations solely with that quoter to finalize the order and/or negotiate more favorable terms for the Government.
Factor 2: Past Performance
A. The Government will evaluate the quoter’s record of past and current performance to ascertain the probability of successfully performing the required efforts of the PWS.
B. Quoters shall submit all relevant information on Government and/or commercial contracts for the prime offeror and each major subcontractor, those subcontractors expected to perform twenty (20) percent or more of the effort, in performance or awarded during the past three (3) years, from the issue date of this Request For Quote (RFQ), which are relevant to the efforts required by this RFQ. The Government may consider a wide array of information from a variety of sources but is not compelled to rely on all of the information available. The Government is not required to consider the past performance of all quoters.
C. Quoters shall include the most recent (within the past three (3) years) and relevant (similar in size and scope to the requirement) efforts in their quote. Absent any recent and relevant past performance history or when the performance record is so sparse that no meaningful confidence assessment rating can be reasonably assigned, the offeror will be assigned an “unknown confidence rating” and its quote will not be evaluated either favorably or unfavorably on past performance. The Government may use data provided by the quoter in its quote and data obtained from other sources, including data in Government files or data obtained through interviews with personnel familiar with the contractor and their current and past performance under Federal, State or Local government or commercial contracts for same or similar services as compared to the North American Industry Classification System (NAICS) 238310 – Drywall and Insulation Contractors. Data used in conducting performance risk assessments shall not extend past three (3) years prior to the issue date of the RFQ but may include performance data generated during the past three (3) years without regard to the contract award date.
Factor 3: Price.
Quoters must quote all items. The total evaluated price will be computed by adding the total estimated amount for each item.
(a) Options. The Government will evaluate quotes for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that a quote is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).
The Government may require continued performance under the RFO clause 52.217‐8, Option to Extend Services. The Government will evaluate the basic and all option year prices on the basis that the rates will not change if the Government opts to utilize its option per RFO clause 52.217‐8 at the end of the basic or any option year during the performance of the contract. Evaluation of the option year pricing in this manner shall not obligate the Government to exercise the options.
