About this file

This is Amendment 0001 to a Combined Synopsis/Solicitation for an Indefinite Delivery, Indefinite Quantity (IDIQ) contract. The solicitation (W911N226QA044) is a small business set-aside requesting quotations for Department of Transportation (DOT) and International Standard Organization (ISO) recertification services involving hydrostatic and ultrasonic testing of empty high-pressure nitrogen storage cylinders at Letterkenny Army Depot in Chambersburg, Pennsylvania. The contract has a five-year ordering period with performance estimated from July 27, 2026 to July 26, 2031. Amendment 0001 revises the contract minimum guarantee from $20,000.00 to $3,900.00 (maximum remains $150,000.00), increases the estimated quantity for CLIN 0001 (Hydrostatic Testing) from 10 to 20 lots and CLIN 0002 (Ultrasonic-ISO Testing) from 10 to 40 lots, updates the Performance Work Statement Period of Performance in Section 1.3, and extends the proposal submission deadline to August 3, 2026 at 12:00 PM Eastern Time. One lot equals one set of two storage cylinders to be serviced on an as-needed basis throughout the five-year period.

Quotes will be evaluated on three factors: Technical capability (demonstrated structured approach, proposed resources, relevant past experience, and qualified workforce), Past Performance (relevant government and commercial contracts within the past five years and experience under NAICS 541380), and Price. Quoters must demonstrate a Department of Transportation Requalification Identification Number (RIN) approval as an entry gate requirement. The anticipated contract award date is August 26, 2026. Quotations must be submitted via email to Contract Specialist Megan Smith (megan.m.smith110.civ@army.mil) and Contracting Officer Bobie Burkett (bobie.j.burkett.civ@army.mil) by the August 3, 2026 deadline. Contractors must complete testing within fourteen calendar days of order receipt, subject to Technical Point of Contact confirmation, with F.O.B. point at destination.

52.212-2 Evaluation—Commercial Products and Commercial Services

(a) Evaluation factors. The Government will award a contract resulting from this solicitation to the responsible quoter whose quote conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate quotes:

Entry Gate Criteria

The quoter must be rated acceptable for the following criteria in order to proceed to full quotation evaluation:

Entry Gate Criteria:

1. The quoter shall provide proof of approval and a registered Requalification Identification Number (RIN) issued by the Department of Transportation (DOT), in accordance with Section 1.4.11 of the Performance Work Statement (PWS).

Evaluation Factors

This evaluation will utilize comparative analysis IAW FAR 12.203(c) to provide the best value to the Government. Award may be made to other than the lowest priced quote, if the Government determines that a price premium is warranted due to technical merit.

However, the closer the merits of the technical quote are to one another, the importance of price will increase in making the award determination. In the event that two or more technical quotes are determined technically equivalent, award may be made to the lower priced quote provided the price is reasonable.

Responses to this solicitation will be evaluated against the following factors:

Factor 1: Technical

Factor 2: Past Performance

Factor 3: Price

Factor 1 – Technical.

The quoter shall provide the following technical information based off the requirements of the Performance Work Statement (PWS). The information shall provide, at a minimum, the following information:

a. Demonstrates a structured approach for performing the work in section 5.0 of the PWS.

b. Provide proposed resources necessary to meet the scope and scale of services set forth in PWS.

c. Provide a brief description of current or past work performed in a similar size and scope to the current requirement in the PWS. The quoter shall identify the contract title, contract number, dollar value, client name and address, location of work, point of contact with telephone number, and an explanation of how each project related to the work requirements of the PWS.

d. Provide sufficient information to demonstrate a qualified pool of quoter employees.

Mere re-statements of the requirements or statements from the quoter that the quoter is compliant that do not include proof that the quoter can demonstrate the aforementioned items are unacceptable. If the quote is determined unacceptable in any of the technical evaluation factors or subfactors, the quote may not be considered for award.

In addition to the information submitted by quoters, the Contracting Officer may consider other information reasonably related to the evaluation factors, to include the personal knowledge of the competitor's commercial and Government customers and past performance databases. The Government may consider any other value-added benefit quoted in its best value determination.

The Contracting Officer may communicate with a quoter at any time during the evaluation without regard to the FAR 15.3 rules concerning competitive range determinations and discussions. The Contracting Officer may also identify the quoter most likely to provide best value and hold negotiations solely with that quoter to finalize the order and/or negotiate more favorable terms for the Government.

Factor 2- Past Performance.

A. The Government will evaluate the quoter’s record of past and current performance to ascertain the probability of successfully performing the required efforts of the PWS.

B. The quoter shall submit all relevant information on Government and/or commercial contracts for the prime quoter and each major subcontractor, those subcontractors expected to perform twenty (20) percent or more of the proposed effort, in performance or awarded during the past five (5) years, from the issue date of this solicitation, which are relevant to the efforts required by this solicitation. The Government may consider a wide array of information from a variety of sources but is not compelled to rely on all of the information available.

C. The quoter shall provide evidence of recent and relevant experience (within the past three (3) years) performing similar services under NAICS 541380. To demonstrate capability, quoters shall submit up to three (3) relevant past project examples and/or provide the relevant experience of the specific employees proposed to perform the work.

The Government will evaluate this information to assess the quoter’s ability to successfully execute the requirement. The Government reserves the right to verify past performance using available data sources, to include but not limited to, Contractor Performance Assessment Reporting System (CPARS) and supplier risk reports. Quoters without a record of relevant past performance will not be evaluated favorably or unfavorably.

Factor 3: Price.

The quoter must quote on all items. The total evaluated price will be computed by adding the total estimated amount for each item.

(b) Options. The Government will evaluate quotes for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that a quote is unacceptable if the option prices are significantly unbalanced.

Evaluation of options shall not obligate the Government to exercise the option(s).

The Government may require continued performance under FAR clause 52.217-8, Option to Extend Services. The Government will evaluate the basic and all option year prices on the basis that the rates will not change if the Government opts to utilize its option per FAR clause 52.217-8 at the end of the basic or any option year during the performance of the contract. Evaluation of the option year pricing in this manner shall not obligate the Government to exercise the options.
