About this file

This is a Questions and Answers document containing 59 questions from potential contractors and corresponding answers from LEAD (Letterkenny Army Depot) regarding contract W911N225R0004 for blast booth and paint equipment cleaning services.

The Q&A clarifies key requirements including: PEL and wipe testing requirements (TWA limits for Cadmium 0.005 mg/m3, Lead 0.050 mg/m3, and Chromium VI 0.005 mg/m3); cleaning scope limited to booths and cabinets with 12" clearance from connections, excluding interior cleaning, air showers, tanks, and ancillary equipment; work to be performed on weekends to minimize production impacts; LEAD will provide drums and handle waste disposal; cleaning to be completed before summer with one cleaning per booth per year under a single mobilization; continuous air testing required during work; floor-to-ceiling containment required; fall protection mandatory when working above 4 feet; and physical inspections and wipe tests will suffice for validating cleaning effectiveness. The contractor is responsible for providing PPE and testing, while LEAD will handle moving assets and managing disposal.
