The key details are:
- The contract is for a base year and two 12-month option years, with a projected number of 3,033 inspections and 800 inspections per year at the Letterkenny Army Depot (LEAD) and Letterkenny Munitions Center (LEMC), respectively.
- Pricing includes monthly inspection and preventative maintenance for overhead cranes, with separate CLINs for LEAD and LEMC. There is also a CLIN for parts to be invoiced at actual cost with no markup.
- Load testing is required annually per the Performance Work Statement, with the government responsible for performing the load tests and providing the test weights.

Q1) Would it be possible to include a markup on the parts CLIN listed in para 5.5 MATERIALS AND PARTS FOR
OVERHEAD CRANES?
A1) No
Q2) Is the contract for 1 base year and two 12 month years Or 1 base year and four 12 month years?
A2) Para 1.3 of the PWS incorrectly referenced four Option Year periods, the verbiage has been corrected to state two Option Year periods.
Q3) Additionally, on pages 19 & 20 for example, it says Estimated Quantity 3,033 & Estimated Quantity 800. What are the numbers 3,033 and 800 for?
A3) 3,033 and 800 are the projected # of inspections.
Amendment 0002 questions
Q4) Pricing Schedule: What is the difference between CLIN 0001 and CLIN 0001AA/CLIN0001AB? Is CLIN 0001 a roll up of both 0001AA and 0001AB (this and all subsequent years?
A4) CLIN 0001 is the parent CLIN 0001AA and 0001AB are the Sub-Clins. CLIN 0001AA references Monthly Inspection and PM for OH cranes on LEAD (Letterkenny Army Depot) IAW the Performance Work Statement paragraph 5.1 thru 5.1.8. CLIN0001AB references Monthly Inspection and PM for OH cranes on LEMC (Letterkenny Munitions Center.) IAW the Performance Work Statement paragraph 5.1 thru 5.1.8. The offeror is to quote the Sub-Clins
Q5) Load Testing: The PWS states "Load Testing" on the Title of the PWS, but I'm not seeing where in the PWS it's described as being required and for which units (i.e. all overhead cranes, slings (i.e. pull test), etc.) Can you clarify this?
A5) All the equipment needs load tested at least one time per year, and when it has major repairs per PWS paragraph
5.2.8 Semi-annual inspection requires annual stencil update on the unit after completion of inspection, and a load test which will also be stenciled on the equipment during one of the semi-annual inspections. LEAD does not require a load test annually. LEAD only requires a load test after major repairs or new installations and will require a load test stencil update upon completion.
Q6) Item No 0001AA – Is the unit price reflective of 3,033 as a lump sum? Or are you requested unit price as each unit?
A6) The price per each unit, 3,033 is estimated.
Q7) Item No 0001AB -- does not match total number of units per the equipment list? We count roughly 380;
800 requested on line item pricing sheet?
A7) 38 cranes x 10 months = 380, 800 is estimated to allow for change in existing production over the life of the contract.
Q8) Item No 0004AA – Can you define “ceiling price” under total estimated price for T&M?
A8) Please only quote the estimated Price.
Q9) Item No 0005 – Clarify parts invoice at actual cost? Is this cost plus or are parts invoice at actual parts price with no markup?
A9) No markup, priced as actuals. All Parts will be invoiced at actual cost. Contractor shall provide an invoice for all parts purchased. Parts greater than $50 must be approved by the COR.
Q10) Item 0006 – How many slings? What sizes are slings? No slings were listed on the equipment list.
A10) Per LEAD;” We don’t currently do sling here at LEAD however the past contracts had this as well just in case there is a new requirement for slings. Since we currently don’t do them then there is no equipment listed with specifics” Per LEMC; “LEMC does not have any slings on the equipment list. This is correct. We will not be using
CLIN 0006.”
Amendment 003 Q&A
Q11) Who is responsible for performing the annual load tests, LEAD, LEMC or the contractor?
A11) The government is responsible to perform the annual load tests.
Q12) Who is responsible for performing the maintenance load tests, LEAD, LEMC or the contractor?
A12) Please refer to question 11.
Q13) Who is responsible for providing the test weights for both types of load tests?
If contractor, we’ll need more info to bid annuals. Also, on maintenance load tests, the crane down time will greatly increase because weights will be have to be scheduled in only after repairs are completed. In order to Load Test a crane with a 20-Ton capacity at 100 - 125%, you would need 40,000 to 50,000 lbs.
A13) The contractor will be responsible to provide the test weights if a load test is necessary to be performed on any of the cranes or slings/lifting devices.
A13 ) LEMC requires a stencil update on the IDD (Inspection Due Date) which is after completion of the annual inspection. However, the largest lifting capacity at LEMC is 10 Tons, therefore the load test would not be as extenuating as LEAD.
A13 ) LEAD requires a stencil update on the IDD (Inspection Due Date) which is after completion of the annual inspection. That is what is referenced in 5.2.8 As for Load test on LEAD, we do our own load test and would only require the contractor to do a load test certain repairs. In the past, we worked with the contractor to provide the weights but they would do the load test. The only time our load test stencil get updated is when a load test is actually done.
Q14) If contractor supplied and/or performed, how are the cranes to be scheduled for the annual load test?
This will involve shutting down areas of the facility during load tests and a lot of logistics.
A14) Scheduled one time a year in a month where the monthly inspections are not performed. The COR will schedule this task if necessary.
Q15) Why is load test required annually? (Not required by OSHA and this will inflate the contract value)
A15) This is a LEMC requirement because of the sensitive production lines. Our requirements are more stringent than OSHA.
