MEMORANDUM FOR: Directorate of Public Works

ATTN: Kara Stitely, Contracting Officer Representative

SUBJECT: Safety Office review of Mobile Crane Fleet Maintenance contract

1. Purpose: To document the LEAD Safety Offices review of the subject contract.

2. If there is no PWS for the contract or the PWS has already been approved, the contractor shall be notified of the following items.

a. The contractor is reminded that LEAD maintains a Safety Management System (SMS) and is ISO 45001 certified.

b. LEAD’s safety policy and safety program (385-1) can be found at https://www.letterkenny.army.mil/visitors.html

c. It is the contractor’s responsibility to be familiar with these documents and to comply with their contents.

d. Any site work ay LEAD shall be completed in accordance with applicable OSHA, DoD, Army, LEAD 385-4. General information requirements related to safety and fire prevention included in section 1.4.5 of the PWS.

e. As a federal installation, additional requirements other than OSHA apply to contractors performing work at LEAD. Examples include full conformance to ANSI standards, NFPA standards, and other consensus standards for the industry covered by the subject contract. It is the responsibility of the contractor to be familiar with all applicable standards prior to starting any work. The contractor shall make themselves familiar with LEAD’s local safety regulation LEAD-R 385-1 prior to beginning any work at LEAD.

f. Any injuries, accidents, or Near Misses that occur shall be reported to the LEAD safety office within 24 hours of the event regardless of if the event is reported to another Safety Management System (SMS).

3. If the requirements for this contract change, the proponent of the contract must submit all changes to the LEAD Safety Office for review.
