QUESTIONS AND ANSWSERS (0002)

IMPORTANT NOTE: FAR 52.212-1(f)(4) If an emergency or unanticipated event interrupts normal Government processes so that offers cannot be received at the Government office designated for receipt of offers by the exact time specified in the solicitation, and urgent Government requirements preclude amendment of the solicitation or other notice of an extension of the closing date, the time specified for receipt of offers will be deemed to be extended to the same time of day specified in the solicitation on the first work day on which normal Government processes resume.

QUESTION 1: For the LEAD directed MRPs in paragraphs 3.2.1.1 and 3.2.1.2, please confirm that the directed Quantity is assumed to be 1ea unless denoted to higher quantity in the Nomenclature column.

ANSWER 1: The Government assumes this question refers to the tables entitled "Additional Mandatory Replacement Items" under paragraphs 3.2.1.1 and 3.2.1.2 of the Statement of Work. If no quantity follows the nomenclature in the nomenclature column, the quantity is one.

QUESTION 2: Will the Government consider adding the FAR Clause 252.251-7000 ORDERING FROM GOVERNMENT SUPPLY SOURCES (AUG 2012) to the contract to allow the contractor to procure repair parts through DLA (FEDMALL)? This will help ensure delivery dates are less likely to be impacted by shortage of supply.

ANSWER 2: No. The Government will not provide parts through the Defense Logistics Agency (DLA) to the awardee as the Government clearly detailed in accordance with paragraph 1 of the Statement of Work entitled "Scope.”

In addition, the Statement of Work, in paragraph 3.2.1 contains the following:

it3.2.1 The contractor shall pick up the powerpack within five business days after receipt of delivery order. The Contractor shall have 14 business days within which to complete the remanufacture beginning one day after a powerpack has been picked up.

QUESTION 3: DD Form 1423-1 directs that several different reports are needed and samples to provide with the contractor’s proposal. Can you explain in more detail what is desired for the Range, Torque, & Calibration reports? (We are including an advanced sample copy of an engine & transmission dyno report that shows RPM ranges and the associated torque at each range. Is that what is desired?)

ANSWER 3: The Government assumes that this question refers to Sub Line Item Number (SLIN) 0004AA, CDRL A001, DI-SESS-82378. The transmission range, torque and calibration test parameters are detailed in NMWR-9- 2520-582, WP-0021 (4-7) in accordance with paragraph 2.2 of the Statement of Work. In addition, the engine and dynamometer tests parameters are detailed in NMWR-9-2815-274, WP 0040 (001-002) in accordance with paragraph 2.2 of the Statement of Work.

IMPORTANT NOTE: The Government will not opine on any sample reports submitted to the Government with offeror’s questions, nor will the Government provide any feedback or responses via email or any other medium outside of SAM.gov.

QUESTION 4: Paragraph 3.2.1.2 Are the Fuel Tank & Fuel Tank component parts listed in the Option 2 Table of MRPs truly desired as part of this Powerpack Remanufacturing effort?

ANSWER 4: The Fuel Tank and Fuel Tank component parts are not required for this effort. The Table entitled “OPTION 2 ADDITIONAL MANDATORY REPLACEMENT ITEMS” under paragraph 3.2.1.2 of the Statement of Work is hereby updated to reflect this revision.

QUESTION 5: Paragraph 3.3.6 states that the Powerpacks will be picked up and delivered on Government provided stands. Other than the starter and the Differentials, what is the approved method of shipping all the additional parts that are not assembled as part of the FUPP (i.e. Fuel Tank, Fuel Tank parts, oil cooler lines, etc)

ANSWER 5: As stated in answer 4 above, the fuel tank and fuel tank components are not required for this effort;

therefore, this question is now moot.

QUESTION 6: Paragraph 3.3.7 provides the table with the 6.5Turbo components showing a Direct Fan Drive NSN 2930-01-576-9904 which is NOT covered in the NMWR. The NMWR lists the more prevalent fan clutch NSN 2930-01-168-7870. Confirm Direct Fan Drive listing is intentional? If so, what is the source document for repair/reman? What percentage of Direct Fan Drives are anticipated, as it dramatically affects prorated costs.

ANSWER 6: The Direct Fan Drive NSN 2930-01-576-9904 is not covered in the NMWR and is not required under paragraph 3.3.7 of the Statement of Work. However, the Government still requires the Fan Clutch NSN 2930-01- 168-7870. The Table under paragraph 3.3.7 of the Statement of Work is hereby updated to reflect this revision.
