About this file
This document is an amendment to a solicitation for the remanufacture of powerpacks for High Mobility Multipurpose Wheeled Vehicles. The amendment extends the response deadline from October 3rd to October 4th at 3:00 PM EST. It clarifies that offerors must have ISO 9001 certification or AS9100 certification. The basis for award is lowest price from a technically acceptable offer, where technical acceptability requires experience remanufacturing engines and transmissions for HMMWVs in the last six years, an applicable certification, and sample test reports. Pricing must be provided using the schedule in the solicitation. The Department of the Army Materiel Command Contracting Command at Redstone Arsenal is seeking these services.

52.212-2 EVALUATION--COMMERCIAL PRODUCTS AND COMMERCIAL SERVICES (NOV 2021)
(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer, conforming to the solicitation, will be most advantageous to the Government, price and other factors considered.
The following factors shall be used to evaluate offers.
(b) Ordering Periods. The Government will evaluate offers for award purposes by adding the total price for all ordering periods to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced.
(c) A written notice of award or acceptance of an offer, emailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer, whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.

ADDENDUM TO FAR 52.212-2, BASIS OF AWARD:
A. General Information:
1. The basis of award will be the Lowest Priced, Technically Acceptable offer. Offerors must receive a rating of Technically Acceptable in all factors for their overall proposal to be determined Technically Acceptable.
2. By submission of its offer, the offeror accedes to all solicitation requirements, including terms and conditions, and technical requirements.
3. The Government intends to make award without discussions, unless the Contracting Officer determines that discussions are necessary. Offerors should provide their most favorable prices in their initial offers.
B. Technical Acceptability Criteria:
1. Experience: Contractor must have experience remanufacturing, rebuilding and/or overhaul of 6.2 and 6.5L engines and transmissions in High Mobility Multipurpose Wheeled Vehicles (HMMWV). The contractor shall provide evidence of its experience within the last six years.
2. Certifications: The offeror shall provide a current certificate of registration, from an accredited certification body, demonstrating the contractor's International Organization for Standardization ISO 9001:2008 Certification (or newer) or Aerospace Standard AS9100 Certification.
3. Test Reports: The contractor shall submit with its proposal the format of the test reports and at least one (1) example of each test report listed in section 3.3.2 of the Statement of Work. This includes a dynamometer test of an engine, a range test, a transfer case test result, a transmission test, a torque test, and calibration report.
C. Price: Offerors shall complete the Schedule B with pricing for each Contract Line Item Number (CLIN).
D. The Government will evaluate all proposals to determine technical acceptability. Then the Government will make award to the lowest priced technically acceptable offeror. The Government will find an offeror technically acceptable if the offeror meets all criteria listed in Section B above. The Government will determine that an offeror is technically unacceptable if the offeror fails to meet any of the criteria listed in Section B above.
E. The Government will evaluate past performance on proposals that receive a determination of technical acceptability. An Offeror without a record of relevant past performance or for whom information on past performance is not available, or so sparse that no meaningful past performance rating is available, shall be determined to have unknown past performance. In the context of acceptability or unacceptability, “unknown” shall be considered “acceptable.” However, if the Government may find that an offeror’s past performance record gives the Government no reasonable expectation that the offeror has the ability to successfully perform the required effort, the Government may deem the offeror unacceptable.
