PERFORMANCE WORK STATEMENT
PERFORMANCE WORK STATEMENT
FOR
CAST IMPREGNATION OF PARTS
1.0 General:
1.1 Scope: The contractor shall provide all personnel, equipment, tools, materials, supervision, quality control and other items and non-personal services necessary to perform impregnation of cast parts for Letterkenny Army Depot (LEAD), Chambersburg, PA as defined in this PWS, except as specified in Paragraph 3.0 as Government Furnished.
The contractor shall perform to the standards in this contract. The PWS includes this document and the fifteen drawings of parts listed in Paragraph 3.1 as well as in Technical Exhibit 2.
1.2 Background: The cast parts concerning this service are copper/brass manifolds. They are components of a missile platform’s coolant system. They require impregnation because, in being cast, these manifolds tend to leak coolant once the missile system is deployed in the field – rendering the system inoperable. Letterkenny requires all their cast parts, which is a set of five per coolant system, to be impregnated in order to prevent any and all leakage.
This impregnation of cast parts is a vital service for LEAD’s production efforts. See Technical Exhibit 2 for a listing of the five parts that comprise a set.
1.3 Period of Performance (PoP): The Period of Performance shall be one Base Year of 12 months and four 12-month option years. The Period of Performance will be determined at time of award.

Government must do to ensure that the contractor has performed in accordance with the performance standards. It defines how the performance standards will be applied, the frequency of surveillance, and acceptable quality level(s) (defect rate(s)).
1.4.2.1 Warranty and Operations/Maintenance Instructions: The contractor shall warrant work in accordance with their best standard commercial warranty and supply a copy of this warranty with the proposal. The contractor must comply with all Quality Assurance requirements given in the cite specifications.
1.4.2.2 Inspection and Acceptance: All impregnated parts will be inspected by LEAD’s Quality Assurance (QA) Personnel for finished dimensions and quality of the impregnation. Impregnated parts will be accepted only if they are found to be in compliance with the requirements given in MIL-STD-276A. Parts that do not meet the acceptance criteria for the impregnation will be returned to the contractor for corrective action at the contractor’s expense.

QUESTION AND ANSWER
Q1: The main question I had was about the reusable shipping containers that are mentioned in 5.4 of the contract. Since we will be expected to providing shipping for the material back to LEAD, it would help greatly if we could know the size and type of containers these are.
A1: The containers are wooden crates the size is below:
High 16” Long 46 ½” Wide 26”
Q2: Will the parts all be coming in the same box? For the sizes listed only the 2 larger assemblies would need a crate that big, so can you confirm if all parts will be individually packed or will come in one container.
A2: We have two or three of those boxes built. They all get shipped in those shipping containers.
Q3: P. 9 5.5 First Art icleTest - P.4 para 111 suggest we ask this requirement to be waived per P 38, 52.209-4 para (i). We Fulfilled this obligation per W911N2-16-D-0015 order 0001and accepted by the government September 2016.
A3: This requirement is competed those vendors who have not provided a first article test this will be required.
Q4: P.5 1.4.2.1Inspection and acceptance "Finished parts returned from the contractor will not be rejected by LEASD's quality Assurance (QA) Personnel for oxidation, metal discoloration or presence of o'ring/gasket residues as a result of improper cleaning by LEAD p ersonnel prior to shipp ing parts to the contractor.
A4: Government does not agree with this verbiage. The same verbiage stands in the Performance Work Statement.
The contractor shall put that cost in the pricing of the CLIN.
Q5: P.8 3.2 Cleaning-All parts shipped to the contractor shall be free of any liquid organic material.
Contractor not responsible for removing oxidating metal discoloration or presence of o'ring/gasket residues.
A5: Please see revised Section 3.1 and 5.4 and 5.5 in the Performance Work Statement.
Q6: P.8 5.2 Impregnation of Cast Parts - This solicitation does not include marking of parts. IAW MIL-STD-276A paragraph 4.8.
A6. Marking of parts is not required.
Q7: P.8 5.2 Proof Pressure Test - LEAD shall provide in writing Proof Pressure Test requirements for each part identified in paragraph 3.1. the PT crit eria was changed 6/2017 from 225 hold for 2 minutes to 250 hold for 5 minutes. The parts needed Hydrau lic PT - To remain the same 360 holt for 2 minutes.
A7: Contractor shall provide a copy of the test procedure along with test data for each finished part. Testing procedures shall be IAW with MIL-STD-276A paragraph 4.10 Proof Pressure Test. Proof Pressure Testing shall be conducted at 250 psi (pounds per square inch).
Q8: P.9, 5.4 Shipment and delivery- LEAD shall be responsible for shipping the parts to the contractor and ensure that all outgoing manifolds comply with the PW( Performance work statement). Contractor shall be responsible for preparing parts for return transport ation/shipme nt using LEAD original packaging material ls receive with each shipment. Upon shipping, contractor shall provide tracking information to the LEAD contracting officer representative. Shipments containing 35 parts or less will be completed and shipped within 14 working days after they are received by the contractor. Shipment containing more than 35 parts may take longer than 14 working days to complete .The contractor in not responsible for delays in delivery once parts have left the contractor's facility due to issues not controlled by contractor.
A8 P.9. 5.4 Shipment and delivery- LEAD shall be responsible for shipping the parts to the contractor and ensure that all outgoing manifolds comply with the PWS (Performance Work Statement). Contractor shall be responsible for preparing parts for return transportation/shipme nt using LEAD original packaging material ls receive with each shipment. Upon shipping, contractor shall provide tracking information to the LEAD contracting officer representative. Shipments containing 35 parts or less will be completed and shipped within 14 working days after they are received by the contractor. Shipment containing more than 35 parts may take longer, but will not exceed 21 days complete. If shipments are delayed the contractor shall notify the COR or Contracting Officer for the reason for the delay and provide a new shipping date of arrival.
Q9: Please advise - Mod mentions Pages 2 - 9 to clean etc. NO P/N's referenced. Then on page 16 - 17 it mentions impregnation and it does reference P/N'. I need you to explain to me what it is exactly whey is required.
A9: The cleaning process has been added to this requirement in Amendment P00005. The part numbers that go with the 30 Minute Cleaning process is 11465887, 11449142, and 11449200. Also Amendment P00006 the parts have been added to these CLINs. The part numbers that go with the 40 Minute Cleaning process is M7499, and 1143809. Both CLINs were setup to allow the contractor to perform the entire cleaning process and give Government flexibility on whether they are going to do the cleaning process.
If the Government chooses not to do the entire cleaning process for these parts, than the quick dip cleaning process will be required. The contractor will be informed in each delivery order whether the whole cleaning process is required or just the quick dip process.
