Amendment #1

Questions & Answers

Question #1: The PWS states, “The Contractor shall be certified to perform aerospace audits.” These services should be provided by a consulting firm and not an accredited certification body (CB). A CB would not be permitted to provide any consulting services. Therefore, the requirement should be that the consultants be certified as Lead Auditors for both ISO 9001 and AS 9100/9110.

Answer #1: The requirement has changed to read as “the consultants shall be certified as Lead Auditors for both ISO 9001 and the Aerospace Standard(s).

Question # 2: To determine the duration of the Gap Analysis Assessment, the quantity of personnel working within the scope of the QMS that is impacted by the ISO 9001 and AS 9100/9110 system must be stated along with any areas of non-applicability.

Answer # 2: : LEMC employees: 320. Non-applicable clauses include: 8.3, Design and Development; 8.4 Control of externally provided processes, products and services; 8.5.1 (f) Control of Production and Service provision; and

8.5.5 Post delivery activities

Question # 3: Section 5.2 (especially 5.2.2 thru 5.2.8) of the PWS is problematic from a price standpoint. We have no idea how many gaps will be identified during the gap analysis assessment and how long it would take to work with LEAD to address these issues. I would recommend that this become a labor rate IDIQ. I do see that you have allowed 2 visits per month or 24 visits but I am not sure that would be sufficient.

Answer # 3: The customer is not for LEAD, it is LEMC. The Contract should be bid based on experience preparing government agencies for registration to the Aerospace Standard(s) on a per person per hour rate or on a daily per person bundled rate including all costs and travel.
