The contractor shall provide a minimum of one full time on-site superintendent and one full-time on-site quality control (QC) manager for the duration of this contract. Additional superintendents and quality control managers shall be added as required to maintain a consistent level of control over the projects.

5.6.2 Trucks leaving the site with loose debris shall be loaded in a manner that will prevent dropping of materials on streets. Fasten suitable tarpaulins over the load before they enter surrounding streets. Comply with all regulations when handling hazardous materials.
5.6.3 The contractor may, at his option, provide on-site trailers for its own use as administrative offices and for storage of materials. The contractor shall be responsible for arranging utility and telecommunications services with the local utility providers, and services shall be provided and maintained at the contractor’s expense. The contractor is required to complete the DO work within the performance period or liquidated damages will be assessed. The period of performance shall include time for all activities from date of issuance of the task, including any design, if design/construct order, ordering of materials and time required for final clean-up, inspection, acceptance and close out of the order. The contractor shall notify the COR in writing at least seven (7) calendar days in advance of the date the work will be fully completed and ready for final inspection.
5.8 The Contractor's management/supervision shall interface with the KO and/or the KO’s designee. The COR is responsible for the day to day Government/Contractor liaison, submittal review/approval, phased inspections, coordination with the tenant, payment requests approval etc.
5.8.1 All work shall be accomplished within full compliance to all applicable Federal, State, and Local safety regulations. Where there are two interpretations or conflicts, the more stringent standard will apply.
5.9 Upon receipt of a Government executed DO, the Contractor shall:
5.9.1 Incorporate the DO into the work schedule. The contractor shall cite the contract number and DO number on all correspondence; and all proposals, schedules, vouchers, etc., must cite this same information as it is the Government's tracking mechanism.
5.9.2 Coordinate the start of work with the COR via attendance at a pre-construction conference prior to the actual commencement of work.
5.9.3 In performance of work under this contract, the contractor shall arrange with the COR a sequence of procedures, means of access, space for storage of materials and equipment, delivery of materials, use of approaches, corridors, and stairways for each individual project. Only materials to be used for work under the specific project may be stored at the assigned area.
5.10 DO Site Visit: Depending on the scope of the order, site visit(s) may be required prior to issuance of a Request for Proposal (RFP) or after the RFP but prior to submission of a proposal. Site visits may be performed to further define and/or clarify the order requirements and/or allow more accurate proposal preparation.
5.11 Modifications to DOs: After award of the DO, requests for modifications shall be issued as warranted. Such requests shall be issued in accordance with the applicable FAR requirements. Proposals submitted in response to this paragraph shall be evaluated, negotiated, and issued in the same process/procedures as proposals submitted for orders.
5.12 Delivery Order/Modification Proposal Format:
5.12.1 Upon receipt of a RFP, the contractor shall prepare a proposal for submission to the Government. The proposal shall be priced using a “Detailed Estimate” approach. Proposals shall be developed using the R. S. Means cost estimating manuals. The proposal shall identify each element of work to be performed, and shall include a spreadsheet that lists each applicable line item number, description, quantity, unit price, and total price for each. The order price will be computed by using the total direct costs established by this method.
5.12.2 For line items not included in or covered by the R. S. Means cost manuals, the contractor may submit line items based on competitive pricing from at least three subcontractors or suppliers. Such line items will be subject to the same evaluation as other elements in the proposal, and shall include the level of detail necessary to allow the Government to determine that prices and quantities are fair and reasonable. For these line items, the proposal shall provide: (1) breakdown that shall include sufficient detail to permit an analysis of all costs for (i) Material; (ii) Labor; (iii) Equipment; (iv) each Subcontractors cost; and (2) shall cover all work involved in the specific line item.
5.12.3 Upon receipt of the contractor’s proposal, the Government will perform a technical evaluation and perform a cost reasonableness determination. The Government may then accept the proposal as stated or negotiate any aspect of the proposal and any exceptions of the performance period required by the delivery schedule.
5.12.4 As indicated in paragraph 5.12.1 above, proposals shall be developed using line items from the R. S. Means cost data. The R. S. Means cost data are published annually. In developing proposals in response to RFPs, the contractor shall use pricing from the edition in effect during the calendar year in which the RFP is dated. All costs shall be taken from the initial publication for that calendar year. Costs from quarterly updates will not be considered. As an example, the Means cost data manuals dated 2018 will be effective at time of award of this contract, and shall be used to develop proposals in response to RFPs dated prior to 1 January 2019. The 2019 versions of the Means data manuals shall become effective for pricing purposes for RFPs received between 1 January 2019 and 31 December 2019.
5.13 Performance of Work:
5.13.1 After award of the order, the contractor shall submit a performance schedule to the Government for review and approval. Upon approval of the schedule, the contractor shall be authorized to commence work. Products and execution shall be provided/accomplished in accordance with the applicable UFGS sections. The Government shall perform regular inspection of the work; shall monitor progress for purposes of authorizing payment of invoices based on percentage of completion; and upon completion of the work provide notice of final acceptance. The warranty period will commence on the date of final acceptance.
5.13.2 For each order to be accomplished under this contract, the Statement of Work and any contract drawings shall be furnished to the Contractor without charge. These documents shall be incorporated into the order and will constitute the technical requirements for the work.
5.13.3 Brand Names: Where a brand name is mentioned, it is a quality standard and the words "or equal" are implied. The Contracting Officer’s Representative reserves the right to require that the supplier of materials shall in every case provide proof of quality when brand name or quality differs from that mentioned.
5.13.4 Field Verification: It shall be the responsibility of the Contractor to verify, in the field, all measurements, locations of structures and utilities and any other physical conditions which would affect the progress or quality of work. Any errors by the Contractor due to omission of field verification shall not be the basis for any increase in the contract price. Where existing utilities or other obstructions interfere with the progress of the contract, the Contractor shall relocate obstructions as required and as approved by the KO.
5.13.5 Disposal of Materials and Equipment Removed By Contractor: All metallic materials and equipment removed by the Contractor shall be delivered to the DLA Disposition Services – Letterkenny disposal yard, Directorate of Public Works Recycling Center, or other sites as indicated in the individual scopes of work or as directed by the Contracting Officer’s Representative and shall remain the property of the Government. Metallic materials shall be segregated by the type prior to delivery. Delivery shall be made during the regular hours of operation of the receiving activity. The Contractor shall provide a seven-day notice to the Contracting Officer’s Representative prior to delivery of materials to the receiving activity. The scopes of work will not require the contractor to come in contact with these asbestos-containing materials. The contractor will not perform asbestos abatement or removal. Should the contractor encounter materials which he reasonably believes to contain asbestos that are not otherwise identified, he shall immediately cease all work which might impact the suspect material and report such knowledge of reasonable belief to the KO and await instruction from the Contracting Officer’s Representative. The Government shall take the steps necessary to confirm or deny the presence of asbestos-containing material at the site and will assess the impact upon the performance of the contract and determine the appropriate course of action.
