SECTION SF 1449 - CONTINUATION SHEET

QUESTION AND ANSWERS

Q1. Most of the CLIN’s do not list cylinder sizes which are critical to accurate pricing. Can you provide those relative to CF?

A1. Appendix A was included in Amendment 0001.

Q2. I do not see a CLIN for cylinder rental fees or delivery charges. Is it possible that this was left out or are these fees built into your product pricing?

A2. The intention is to have the rental fees built into the pricing of the cylinders. There is a Delivery charge CLIN 0022.

Q3. Would you be able to provide an accurate count of each cylinder types that are to be maintained on hand?

Should question 2 be considered “built in” to the product pricing, the cylinder count would be helpful in providing an accurate quote. The intent would be to provide this cylinder count initially and maintain that quantity throughout the term of the contract unless your workload changes which would require more or less."

A3. The number of cylinders on depot at any time that is difficult to figure out with the way production fluctuates.

However, if we look at using approximately 207 cylinders a month, my guess is that at any given time there are going be 100-125 cylinders on site, on any given day.

Q4. In reading through this RFP, I see it is set aside 100% for small businesses. This is great, however in many previous bids we find that a large business will contract through a smaller business so as the small business bids the contract, but the large business does all of the work on the contract. The small business ends up winning the bid, then the large business does 100% of the work on the contract, with the small business just handling the paperwork.

Is there any way to prevent this?

A4. This solicitation is for a 100% small business set aside based on the nonmanufacturer rule. Which means that a small business is able to use a large business product to fill the requirements of the contract i.e. gas and cylinders.

"When the SBA issues a waiver of the non manufacturer rule, a firm can supply the product of any size business without regard to the place of manufacture. 13 C.F.R. § 121.406(b)(7)."

All who have a possible stake in the procurement are welcome to attend the site visits and large businesses can be the eyes for a small business on the site visits. The small businesses will be expected to comply with the regulation set forth regarding the nonmanufacturer rule and in the solicitation.

Q5. Can you confirm if you will need to rent cylinders for all of your compressed & liquefied gas requirements?

A5. Yes the Government will need to rent all cylinders except for propane tanks.

Q6. Would the Government like the quote to be inclusive of hazmat, delivery and rentals? Or would the Government prefer separate quoted line items for each?

A6. Responses to the solicitation should follow the CLIN structure in the solicitation and all charges/fees should be wrapped into the CLINs.
