QUESTIONS & ANSWERS
Question: 1. PAGE 1 / BLOCK 10 : Posted as an " unrestricted " RFQ however it indicates a size standard of $7.5 million dollars . We are a " Large " business that exceeds the size standard . Are we qualified to quote ? If not , we plan to team with a Small Business concern that does meet the standard and the following questions will need to be addressed.
Answer: 1. The RFP is unrestricted‐yes, you are qualified to quote as a large business.
Question:2. SECTION 3.0, 3.1 ( PWS ): Government will supply no facilities , equipment , supplies, etc. . Will a sheltered area ( building ) be available with water and electricity?
Answer: 2. A restroom will be available for the contractor employees to use. This will be a restroom located inside building 3315, and the contractor will not be permitted to have lunch/breaks inside the breakroom. This will be an available restroom with a sink only. All units will be brought to building 3315 by LEMC for servicing.
Question: 3. SECTION 4.3 CERTIFICATIONS : This requirement is virtually impossible to meet. Given the variety of equipment and manufacturers along with the age of some of the equipment , no single company will have all of the brand specific , factory trained , and certified in their employ . Our technicians undergo continuous training , not only brand specific for equipment are a distributor for ( HYSTER, YALE, COMBI , JLG ) but also training in overall equipment systems ( electrical , hydraulics, fuel , mechanical etc. ) . In addition to formal training , we have technicians with extensive " field experience " in maintenance and repair of almost all brands of equipment in use today . We request this requirement to be modified . Perhaps we can submit some brief resumes for proposed personnel. This section can be explained/justified with the verbiage above, because it addresses the need to be able to work on a variety of different equipment effectively and efficiently.
Answer: 3. A qualification statement attesting to sufficient certified, trained staff, current certificates of training, including copies of relevant resume’s of the contractors workforce along with a brief description of their proposed plan for meeting the requirements listed in the RFP.
Question: 4. SECTION 5.2 ROUTINE SCHEDULED MAINTENANCE: Is the cost of proposed services ( annual and semi‐annual maintenance) to include parts ( filters, fluids, oils , lubricants , etc. ) or are these items to be invoiced as a separate line item ? If these items are to be included , please provide models and serial numbers of all proposed units so an accurate all inclusive price can be determined for each unit.
Answer: 4. The contractor shall include PM filters and fluids per tabled 5.2.1 and 5.2.2 of the PWS are included in the Firm Fixed Price for PM Services.
Question: 5. SECTION 5.6 TRAVEL EXPENSE : Sections 5.2 and 5.3 indicate that no travel time is to be charged .
Does this line ( 5.6 of PWS ) and subsequent clin line 0006 mean that a per trip or " daily charge will be allowed ? In
5.2 and 5.3 no travel time shall be included. This line needs to be proposed by the contractor either per day or per person, because depending on the distance from LEMC, travel may take an entire day.
Answer: 5. The contractors should quote their travel cost per trip. This would include what it takes to get to and from LEMC, which equals a trip.
Question: 6. SECTION 5.7 : RENTAL EQUIPMENT : Please provide more detailed specifications for the equipment require. Also is there any indication as to how many times per contact period these units might be required. It appears that the clin lines for this indicate 1 week periods of performance , please confirm .
Answer: 6. The details are only specific to the size of MHE equipment. It can be any name brand as long as the size required is equal. There is not a way to estimate rental requirements per contract year. One could safely estimate a low number of requirements, less than 3. The rental period proposal cost should be in weeks and the forklifts diesel powered.
Question: 7. CLIN LINE 0002 : Are you looking for an hourly rate for remedial and emergency repairs ?
Answer: 7. This is an hourly rate for regular repairs only. Emergency repair are not included in the scope of the
PWS.
Question: 8. CLIN LINE 0003 : What number are you looking for here? There is no way for us to determine what the potential parts usage for any contract period might be. In addition your requirement that parts are to be furnished at " Cost " does not allow for the potential contractor to cover costs associated with securing parts for any maintenance and repairs . These cost like manpower ( salaries, benefits , insurance , ) overhead etc. are usually separate expenses and not covered by service labor rates. May we suggest that parts be provided on a " cost plus " basis where we mark parts up by a quoted percentage.
Answer: 8. This is an estimated figure established by the government. Per the PWS, CLIN’s 0003, 1003 and 2003 are not to be quoted in your response. Funding for these CLIN’s will be provided by the Government at time of award.

An example of a typical maintenance schedule is: annual, semi-annual PM and load test. The contractor must correct deficiencies created or identified during this maintenance by the LEMC COR that the contractor is responsible for at no cost to the government. Any fluids that are spilled or removed from the MHE will be the responsibility of the contractor to dispose of this fluid. LEMC will not be responsible for the fluids spilled or removed from the MHE during repairs.
