QUESTION AND ANSWER
W911N2-19-Q-0001 – Question and Answer Q1. Quick question, just to confirm, base year starts in 2019?
A1. PWS period of performance was incorrect, base year will start in 2018 – PWS has been revised accordingly.
Q2. Is the government seeking Original Equipment Manufacturer Services for Eaton and APC systems?
A2. No
Q3. I am reviewing the revised Solicitation for Letterkenny Army Depot (W911N2-19-Q-0001) and noticed that the Qty's for each line item don't match accordingly. For example, Line item 0001 requests pricing for 1 service visit per each UPS : Qty 3 and line item 0002 requests 2 service visits per each UPS = Qty 6 . ** Basically doubles as the semi is two visits per UPS. However, the following line items don't double up the quantity for the semi service?
Ex: Line item 0003 requests pricing for 1 Annual service visit per each UPS: Qty 2 but then line item 0004 requests semiannual service (2 visits) on Qty 1 UPS? Wouldn't this be a Qty of 4? I noticed all the following line items don't double up either for the Semi service.... as they did in the previous solicitation... Can you please clarify if Im misunderstanding something?
A3. The quantities were incorrect in the original solicitation – this has been amended, please note changes.
Q4. Referencing clin 0001, is the price being listed as pm cost per unit or the total price of all the units for that specific clin together?
A4. Please provide unit pricing and a total price for each CLIN in the solicitation (except the parts CLINS).
Q5. For purposes of parts requirement, we would like to get the size of the UPS on Bldg. 10.
A5. Please see note 4 on page 3 of the solicitation (highlighted) vendors are not required to provide pricing for parts in their proposals, this price will be set by the government and will not be evaluated in the proposal.
Q6. Are the AC & DC Capacitors and fans and batteries included in the replacement parts or just the parts needed to perform maintenance such as filters and fuses? The AC &D DC, fans, batteries, boards and power modules for some of the units are expensive and it may not be locigal to include in the pricing as they may not be needed during the life of the contract.
A6. Same as answer 5.
Q7. The industry standard is that these parts are quoted to the customer when needed and contract is modified to include the additional expense if needed.
A7. Same as answer 5.
Q8. What are the Kvas for all of the units that need maintenance?
A8. Please see revisions in the PWS which includes this info, if known.
Q9. For line items 13 it says for 2000 remedial Maintenance, Is this supposed to be quoted for the parts that are needed?
A9. See answer 5.
Q10. For Line item 14 it says a QTY of 20, did you want 20 hours of emergency time set aside?
A10. Line item 14 is for remedial labor, a quantity of 40 hours, line item 15 is emergency services, a quantity of 20 hours, please provide unit and total pricing for the quantity requested for each line item.
Q11. Is this contract going to be comprehensive or uncomprehensive?
A11. The Government is requesting further clarification in order to answer this question.
Q12. Total quantity of batteries?
A12. All information that is known is included in the PWS.
Q13. The KVA for each UPS unit (several UPS units do not show a KVA rating)?
A13. See answer 8.
Q14. Under sub items it shows “Cabinets 4” and “Sealed Battery 1”, but what does that mean? Is 4 cabinets equal to 4 battery cabinets? Is it the UPS and 3 battery cabinets? Are any of the cabinets bypass cabinets or PDU’s, so there are even fewer battery cabinets?
A14. This information has been added to the PWS.
Q15. On page 1, items 23 and 24, what is the unit price? Hourly, per pm, or are we just using the total for this? If it is per pm, the price for this would not be one set price as each unit is priced differently.
A15. You are not required to price anything in this area – only provide pricing for the CLINS.
