QUESTIONS AND ANSWERS

QUESTIONS AND ANSWERS

Q1. The subject solicitation for a 200KW Rotary Frequency Converter is a Small Business Set Aside and specifies on page (7) that "The contractor shall be a company that specializes in 400Hz design and shall have a quality program certified to ISO 9001".

There are not many Rotary Frequency Converter manufacturers in the US with ******* being one of perhaps two actual produces of such equipment. ****** is a small business with a quality system that follows ISO 9001 procedures, but it has not yet been submitted for certification.

********* is a leading engineering and manufacturing firm that does extensive work for the US Government and Military. We have established a reputation for quality and performance over the past 50 years. During this time, we have been selected to work on thousands of projects. ****** has designed, built and installed rotary equipment for Fort Belvoir, Holloman AFB and even for Letterkenny. Most recently, we just finished designing and building two 625KW MG Sets and a 725KW MG Set for a Naval test site and last week we shipped a 313KW MG Set and a 100KW M-G Set for another Military requirement.

Removing the ISO 9001 requirement, which serves to limit competition in a very small manufacturing base, would serve the Government’s best interest more so than keeping it in place. For example, back in 2012 Letterkenny went out for five 150KW Rotary Frequency Converters on Solicitation W911N2-12-R-0025 and an award was made for a price of *******. ******* bid ********* for all five, but we did not meet the ISO 9001 restriction so the Government ended up paying ******* or ******* more.

Thank you for consideration of this request to remove the ISO 9001 requirement which unnecessarily restricts free and open competition in a relatively small industry.

A1. Letterkenny has adopted quality management procedures, a total business philosophy that provides guidance and tools to ensure LEAD’s products and services consistently meet customer’s requirement and that quality is consistently improved.

Letterkenny is requiring ISO 9001 certification, because it ensures that another entity has verified the manufacturing processes of the contractor building this Motor-Gen Set. Letterkenny does not have a way of evaluating ISO 9001 procedures, which is why we require a certification.

Q2. The specification states requirement for 200kW with 125% overload capability. The specification provided appears to be a proprietary specification, is 200kW representative of standard size equipment or representative of the tested load requirements? What is the required load?

A2. - This is a very normal specification. We require 200 kW, 208 VAC, 400 Hz continuous, with the capability to have momentary surges up to 25% higher.

Q3. UFGS typically recommend use of solid state frequency converters (SSFC) for replacement of MG Sets. Can a Solid State Frequency Converter be approved in lieu of MG Set requested?

W911N218R0033

A3. We are not trying to replace a MG set. We are trying to procure a new one, so no a SSFC cannot be approved in lieu of a MG set.

Q4. In the specifications you inform us that you desire installation for the 200kw generator, however you supply no plans, do you want us to supply only? A4. Letterkenny does not have a plan of the building this will be installed. A site visit is being provided and the unit shall not exceed the following dimensions, with a 3 FT access area around the unit. No greater than: 8 x 4 FT footprint, 8 FT tall, and 1200 LBS. Letterkenny will ensure there will be enough space in the building to meet these dimensions.
