QUESTIONS AND ANSWERS RD 2

Q1. Is the ceiling in the wash bay asbestos? If the ceiling is asbestos, what are the base's regulations for removal and containment? (Roof Penetrations) A1. Records indicate asbestos. Yes, in the plaster. Regulations are for using a vendor authorized to make the required penetrations. All penetrations for the roof or side walls shall be in accordance with OSHA 1926.1101 asbestos standards. All vendors and plans for penetrations must be coordinated through LEAD DPW personnel prior to work being performed. The vendor shall be responsible for disposal of all materials, including asbestos, that result from any penetrations.

Q2. What is the plan for the existing concrete trench drain in the wash bay?

A2. The existing trench drain shall remain inside the booth. Design shall be modified to include as the existing trench drain as part of collection drainage.

Q3. The wash bay floor currently slopes to the existing trench drain, what is the plan to accommodate the new proposed center drain in wash bay? Is the contractor pouring new concrete inside the new booth area?

A3. See number 2 answer.

Q4. Does the pipe insulation contain asbestos?

A4. Yes, LEAD records indicate that pipe insulation contains asbestos. LEAD will be responsible for removing all pipes and pipe insulation in the boiler room and in the wash bay.

Q5. Who is responsible for removal of the waste oil tank?

A19. Answered in #6

Q20. The Supplied drawing in the RFQ shows that in order to get to the equipment room to turn on and service the equipment the operator will have to exit thru other bays and go outside to access the room. Do we what to add doors from the Blast booth directly into the equipment room?

A20. LEAD will investigate this suggestion outside of this solicitation. If a door is added it will be handled by

LEAD.

QUESTIONS AND ANSWERS

Questions and Answers Q1. 4.2.8.2 “Heated air makeup”

a. What is the required booth temperature and the expected temperature gradient?

b. Air to be recirculated in the winter?

A1. Answers:

a. The expected temperature is 70°F

b. Ventilation system is to be single pass, not recirculated.

Q2. “sound deadening foam shall be used on the containment room walls and ceiling”.

a. Foam is to be exposed on the walls and ceiling?

b. Most foams are toxic when burned – we suggest “rockwool” be installed on the interior of the Walls and ceiling. This is an excellent product of noise abatement, insulation and is “green” technology.

A1. Answers:

a. Foam is to be enclosed on ceiling or walls in either aluminum or stainless steel (4.2.10 Containment room specifications)

b. Foam is enclosed and will not be near any potential flame source. Also, booth will include sprinklers.

No change to PD will be made.

Q3. 4.2.10.2 “20 Ga stainless steel shall be used on the bottom 6’ of the inside containment walls in the blasting area?

a. 20 gauge is very thin material and will not hold up long term to 40,000 psi water blasting - we recommend The complete booth be made from 11 gauge galvanized steel and coated in the high wear areas with 250 mils of Polyurea. This also allows – subsequent coats verse major metal / structure replacement.

A3. Answers:

a. Stainless steel has performed well in current similar operations at Letterkenny and other army water blast operations. No change will be made to the PD.

Q4. 4.2.10.3 “3” of sound deadening foam center with aluminum sides for walls and 6” of sound deadening foam center with aluminum sides shall be a minimum amount utilized on the enclosure”

a. Confused – is it 3” per panel – two panels back to back to make 6” minimum?

b. We recommend the booth be made from 11 gauge galvanized steel, prime coated with a 2 part epoxy primer and top coated with A marine grade two part polyurethane. The insulation would be a 5” rock wool.

A4. Answers:

a. 3” of foam is required in the walls and 6” of foam is required in the ceiling. The PD will be modified to clarify.

b. This system has been operating successfully at Letterkenny and other Army locations. No change will be made to the PD.

Q5. “with the exception of the stainless steel on the inside containment area, all aluminum on the walls shall be painted white with a water resistant coating”. a. thickness of aluminum should be defined?

A5. Standard aluminum composite construction is acceptable (as described in the PD). Wall performance must meet or exceed performance standards for walls or ceiling panels on standard industrial booths.

c. Whatever paint is put on the water will not hold up to the blasting – we suggest a ¼” polyurea – which is very water resistant.

Answer: Forward a copy of the recommended coating for review. It will be reviewed by Letterkenny’s production engineering group for acceptability.

Q6. 4.4.14.12 “epoxy coating shall comply with the requirements of AASHTO M 254 Type B”

a. In lieu of epoxy floor coating we request the use of a Polyurea performance coating.

A6. Any request for an alternate process would have to be submitted for approval from Letterkenny’s public works engineering group for consideration. The alternate finish will be evaluated but may not be approved.
