SECTION SF 30 - BLOCK 14 CONTINUATION PAGE

QUESTIONS AND ANSWERS RD 2

Q1. Is the ceiling in the wash bay asbestos? If the ceiling is asbestos, what are the base's regulations for removal and containment? (Roof Penetrations) A1. Records indicate asbestos. Yes, in the plaster. Regulations are for using a vendor authorized to make the required penetrations. All penetrations for the roof or side walls shall be in accordance with OSHA 1926.1101 asbestos standards. All vendors and plans for penetrations must be coordinated through LEAD DPW personnel prior to work being performed. The vendor shall be responsible for disposal of all materials, including asbestos, that result from any penetrations.

Q2. What is the plan for the existing concrete trench drain in the wash bay?

A2. The existing trench drain shall remain inside the booth. Design shall be modified to include as the existing trench drain as part of collection drainage.

Q3. The wash bay floor currently slopes to the existing trench drain, what is the plan to accommodate the new proposed center drain in wash bay? Is the contractor pouring new concrete inside the new booth area?

A3. See number 2 answer.

Q4. Does the pipe insulation contain asbestos?

A4. Yes, LEAD records indicate that pipe insulation contains asbestos. LEAD will be responsible for removing all pipes and pipe insulation in the boiler room and in the wash bay.

Q5. Who is responsible for removal of the waste oil tank?

A5. LEAD will be responsible for draining. The vendor will be responsible for removal to a site on the depot specified by LEAD.

Q6. Who is responsible for removal of the radiant heaters in the bay?

A6. LEAD will handle the movement to a new location.

Q7. Are seismic or stamped drawings required for any of the equipment?

A7. No seismic or stamped drawings are not required.

Q8. After reviewing the site there are a number of obstacles that would make the requested booth dimensions difficult and not cost effective to provide. The existing booth after this striping booth only has an inside clearance height of 13' 6". Would an inside dimension height clearance of 14' be acceptable?

A8. After LEAD removes steam pipes and heaters from the wash bay the available height shall be 17’ outside dimension with a minimum 15’6” inside dimension.

Q9. Would an inside dimension width between 16' and 17' be acceptable? The existing beam clearances would make it extremely difficult to fit an 18' ID booth in this space while still meeting the booth requirements.

A9. See answer to #8.

Q10. What is the minimum flow rate for the steam cleaner?

A10. 1 gpm on steam, 4gpm on pressure washing. (4.2.11)

Q13. What manufacturer and model hybrid steamer unit was the basis of design for this project?

A13. Our only concern is the minimum specifications be met for the purchase description specifications.

Q14. Hybrid Steam Cleaner System (ref. 4.2.11 thru 4.2.11.16)

4.2.11.9 calls for 300-350 degrees steam.

Most commercial steam cleaners manufactured in the US are 250-300 degrees.

Can a unit with 250-300 degrees be substituted?

A14. The building 320 has a 277/480v 4-wire wye service. The booth disconnect will be supplied with this power and will include a separate ground.

Q15. 4.1.5 Concrete for blast booth, is there any known in floor heating, in ground wiring or plumbing.

A15. Yes there is some low voltage wiring. DPW personnel will be available to answer further questions as the time of the installation.

Q16. 3.4 removal of walls, oil tank, boiler, steam lines, and supporting equipment.

a. What type of insulation is on boiler, steam lines. Answer – See Q1.

b. Does the tank have oil in it, how much, who’s responsible to have it drained? Answer – See Q5.

A19. Answered in #6

Q20. The Supplied drawing in the RFQ shows that in order to get to the equipment room to turn on and service the equipment the operator will have to exit thru other bays and go outside to access the room. Do we what to add doors from the Blast booth directly into the equipment room?

A20. LEAD will investigate this suggestion outside of this solicitation. If a door is added it will be handled by

LEAD.

The Government will mail or otherwise furnish to the offeror an award or notice of award not later than the day award is dated. Therefore, the offeror should compute the time available for performance beginning with the actual date of award, rather than the date the written notice of award is received from the Contracting Officer through the ordinary mails. However, the Government will evaluate an offer that proposes delivery based on the Contractor's date of receipt of the contract or notice of award by adding (1) five calendar days for delivery of the award through the ordinary mails, or (2) one working day if the solicitation states that the contract or notice of award will be transmitted electronically.
