General:
Scope: Letterkenny Army Depot (LEAD) requires the rental or lease of composite pressure vessels (deionizer tanks) for use in water treatment processes during circuit card washing. The contractor shall supply a rental or lease agreement, covering the following types of tanks. The agreement shall address initial placement and exchange of vessels in accordance to the following contract requirements.
Mixed-Bed Deionizer Tanks (Total 4.0 EA Tanks) Activated-Carbon Deionizer Tank (Total 2.0 EA Tanks
LEAD operates two (2) circuit card cleansing systems each containing one (1) set of pressure vessels. A set consists of two (2) Mixed – Bed Deionizer Tanks and one (1) Activated-Carbon Deionizer Tank
All tanks are kept at an indoor location, attached to the circuit card cleansing machine stations, building 370 Circuit Card Room.
In addition to the initial supply of aforementioned vessels sets, LEAD is seeking a firm fixed price for the exchange of a set of vessels (tanks). Replacement will be based upon the monitoring Total Dissolved Solids (TDS) of the cleaning solution. Exchange durations will vary based upon usage and cannot be tied to an annual or semiannual replacement.
Background: Letterkenny Army Depot (LEAD) develops and delivers materiel readiness for Air Defense forces of the United States and its international partners and builds combat power for combined and joint route clearance operations worldwide. LEAD is a data-driven, metrics-based organization that is ISO 9001 and 14001 registered, OHSAS 18001 registered, and VPP Star Certified.
Delivery / Vessel Exchange:
LEAD is a United States Military Depot which observes the following days as Holidays and will not be open nor accept delivers on the following dates. Hours of operation and delivery are 0600 through 1600, Monday through Friday. National emergencies / weather extremes and heightened security issues may effect operating hours and calls should be made prior to deliver attempts to assure the depot is operating under normal conditions.
New Year’s Day: January 1st Martin Luther King, Jr.’s Birthday: Third Monday in January President’s Day: Third Monday in February Memorial Day: Last Monday in May Independence Day: July 4th Labor Day: First Monday in September

Contractor shall list the line item as tank exchange / renewal and based upon notification of Technical Point of Contact (TPOC) notification the contractor will have 3 business days to make arrangements for delivery of exchange tanks to be delivered to LEAD. (b) Attention is directed to the Contract Award provision of the solicitation that provides that a written award or acceptance of offer mailed, or otherwise furnished to the successful offeror, results in a binding contract. The Government will mail or otherwise furnish to the offeror an award or notice of award not later than the day award is dated. Therefore, the offeror should compute the time available for performance beginning with the actual date of award, rather than the date the written notice of award is received from the Contracting Officer through the ordinary mails. However, the Government will evaluate an offer that proposes delivery based on the Contractor's date of receipt of the contract or notice of award by adding (1) five calendar days for delivery of the award through the ordinary mails, or (2) one working day if the solicitation states that the contract or notice of award will be transmitted electronically. (The term "working day" excludes weekends and U.S. Federal holidays.) (c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
