POSTING OF QUESTIONS & ANSWERS
The Solicitation has been extended. Responses will now be received until 10:00 A.M., January 9, 2016, Eastern Standard Time.
Question Number #1: The original manufacturer is no longer in business. As a consequence a number of parts are no longer available, and in the event that one or more of those obsolescent parts fail, no guarantee of completion of a repair can be made.
We are preparing a response to your Solicitation and wish to continue to be of service. However I have questions about your expectations regarding Item # 0001 and the subsequent Items for following years:
i.e. Is this a request for a predicted 'budget' for repairs assuming a likelihood of 4 occurrences in a given year? If so we can provide our recommendation for a $ sum to be set aside, however it is unpredictable exactly what will require repair and the cost of time and parts for each incident. After troubleshooting and diagnosis for each incident we could better provide a quotation if parts can be sourced to complete the repair, or an explanation that a repair cannot be effected if a vital component cannot be replicated.
A third possibility would be that with some engineering modification a repair might be possible substituting an available component with some differences for the obsolescent part which would extend the useful life of the X‐ray machine.
Please do understand that we will, if selected make every effort to solve problems and maintain the effectiveness of the x‐ray machine but at some point it should be clear that the unit will not be repairable. Therefore it might be advisable to begin planning for a replacement before that situation occurs.
In the meantime, thank you for any clarification you can give for the way we should respond to items 0001, 1001 etc.
Answer Number #1: A company does exist that does provide parts, for third party purchase to support this requirement . Respondents are requested to estimate service for up to four (4) emergency repair calls per year for major repair of the critical components listed in Section 5.1 of the Performance Work Statement (PWS) and CLINS 0001, 1001, and 2001.
CLINs 0001, 1001, and 2001 refer to repair of the major components of the Industriac S9X3000 Machine and clearly state respondents are requested to provide a proposal with four (4) cost estimates per year to support repair of the machine, based on their expertise and experience.
CLINs 0002, 1002, and 2002 refer to an annual preventative inspection of the machine to cover the specific points of the unit and minor repair.
W911N2-17-R-0010
CLINs 0003, 1003, 2003 refer to the cost of part replacement which is non‐quotable for the purposes of this solicitation and will be additional funding provided by the government to cover the cost of major part replacement, over the contract period. Respondents are requested to not estimate and not quote these lines as part of their proposal submissions.
CLINs 0004, 1004, and 2004 refer to the Federal Manpower Reporting Requirements referenced as Clause L16 which respondents may respond to or include the cost (if any) as part of the cost proposal submission built in for any other quotable CLIN, or quote separately.
Question Number #2: Regarding the solicitation, and after reviewing our database we notice that only one Industriac X‐ Ray machine was sold to "Letterkenny Army" and the estimated quantity on item 001 page 2 of the solicitation mention that the estimated quantity is 4 ? Can you please clarify what is the quantity of 4 is !? is that 4 emergency calls a year ?
Answer Number #2: Potentially, up to four (4) emergency repair calls a year.
